Pandemic, public services and vulnerable workers in Portugal: an ambivalent relation?

Resumo: Citizens are the raison d'être of public services. The Covid-19 pandemic revealed its relevance, but also flaws in these services and the need to strengthen their role. This article analyses a set of vulnerable workers and their relational experiences with public services, in particular with the Employment, Social Security, Health, Education and Public Transportation services. Focusing on 53 interviews, conducted between 2019 and 2020, and on a set of 14 follow-up cases analysed during the first lockdown, the aim is to understand the interaction process and the development of perceptions regarding public services. The results, although ambivalent, revealed tensions between the needs and the criticism regarding their functioning, also pointing out to the revaluation of public services, particularly in a context of crisis, where they were called to play a crucial and irreplaceable role.

La pandemia de Covid-19 puso de manifiesto su importancia, pero también reveló sus deficiencias y la necesidad de reforzarlas. Este artículo analiza un conjunto de experiencias relacionales de los trabajadores vulnerables con los servicios públicos, en particular con los servicios de empleo y seguridad social, salud, educación y transporte. A partir de 53 entrevistas, realizadas entre 2019 y 2020, y un follow-up de 14 casos seguidos durante el primer confinamiento de la pandemia, el objetivo es comprender cómo se desarrolló el proceso de interacción y se formaron las percepciones sobre estos servicios. Los resultados, aunque ambivalentes, en el sentido de que revelan tensiones entre las necesidades y las críticas a su funcionamiento, apuntan a una revalorización de los servicios públicos, concretamente en un contexto de crisis, en el que estaban llamados a desempeñar un papel crucial e insustituible.Les citoyens sont la raison d'être des services publics. La pandémie de Covid-19 a mis en évidence leur importance, mais a également révélé des lacunes et la nécessité de les renforcer. Cet article analyse un ensemble d'expériences relationnelles de travailleurs vulnérables avec les services publics, en particulier avec les services d'emploi et de sécurité sociale, de santé, d'éducation et de transport. Sur la base de 53 entretiens, réalisés entre 2019 et 2020, et d'un follow-up de 14 cas suivis lors du premier confinement de la pandémie, l'objectif est de comprendre comment le processus d'interaction s'est développé et a formé les perceptions sur ces services. Les résultats, bien qu'ambivalents, dans le sens où ils révèlent des tensions entre les besoins et les critiques sur leur fonctionnement, indiquent une revalorisation des services publics, notamment dans un contexte de crise, où ils ont été appelés à jouer un rôle crucial et irremplaçable.Os cidadãos são a razão de ser dos serviços públicos. A pandemia de Covid-19 realçou a sua importância, mas também revelou insuficiências e a necessidade de os reforçar. Este artigo analisa um conjunto de experiências relacionais de trabalhadores vulneráveis com os serviços públicos, em particular com os serviços de emprego e segurança social, saúde, educação e transportes.
