How does the State strengthen or destroy public policies? comparing the Joe Biden and Jair Bolsonaro administrations

Resumo: | In the scenario of the crisis of liberal democracy, the purpose of this article is to comparatively analyze the embryonic policy of state planning of the Joe Biden government (USA) and the deliberate project of destruction of public policies under the government of Jair Bolsonaro. To support our argument the literature was mobilized and evidence was collected from newspapers and reports. Biden has been negotiating with Congress to promote a trillion-dollar plan of investments in infrastructure linked to the redefinition of the production matrix, with socio-environmental sustainability and taxation of the richest to finance the Welfare State. On the other hand, lacking any vision of long-term strategic planning, Bolsonaro uses an immediate logic and active state interventionism to destroy institutional legacies of public policies in several areas, promotes the complete militarization of the federal public machine, and attacks the institutions of the Democratic State of Law. Without effective mechanisms of control and transparency, Bolsonaro has delivered the federal government's budget into the hands of a block of physiological parliamentarians (the so-called “Centrão”) in exchange for political support. The result seems to be the gradual deterioration of universal social policies in Brazil. |

The result seems to be the gradual deterioration of universal social policies in Brazil.Con el telón de fondo de la crisis de la democracia liberal, el propósito de este artículo es analizar comparativamente la embrionaria política de planificación estatal del gobierno de Joe Biden (EE.UU.) y el proyecto deliberado de destrucción de políticas públicas del gobierno de Jair Bolsonaro. Para apoyar nuestro argumento se movilizó la literatura y se recogieron pruebas de los periódicos e informes. Biden ha estado negociando con el Congreso para promover un plan trillonario de inversiones en infraestructura vinculado a la redefinición de la matriz productiva, con sostenibilidad socio-ambiental e impuestos a los más ricos para financiar el Estado de bienestar. Por otro lado, desprovisto de cualquier visión de planificación estratégica a largo plazo, Bolsonaro utiliza una lógica de corto plazo y un intervencionismo estatal activo para destruir los legados institucionales de las políticas públicas en diversas áreas, promueve una completa militarización de la máquina pública federal y ataca las instituciones del Estado de Derecho democrático. Sin mecanismos efectivos de control y transparencia, Bolsonaro ha entregado el presupuesto del gobierno federal en manos de un bloque de parlamentarios fisiológicos (el llamado “Centrão”) a cambio de apoyo político. El resultado parece ser el deterioro gradual de las políticas sociales universales en Brasil.Dans le contexte de la crise de la démocratie libérale, l'objectif de cet article est d'analyser de manière comparative la politique embryonnaire de planification de l'État du gouvernement de Joe Biden (États-Unis) et le projet délibéré de destruction des politiques publiques du gouvernement de Jair Bolsonaro. Pour étayer notre argumentation, nous avons mobilisé la littérature et recueilli des preuves dans les journaux et les rapports. Biden a négocié avec le Congrès pour promouvoir un plan de mille milliards de dollars d'investissements dans les infrastructures liés à la redéfinition de la matrice de production, avec une durabilité socio-environnementale et une taxation des plus riches pour financer l'État providence. D'autre part, dépourvu de toute vision de planification stratégique à long terme, Bolsonaro utilise une logique de court terme et un interventionnisme étatique actif pour détruire les héritages institutionnels des politiques publiques dans divers domaines, promeut une militarisation complète de la machine publique fédérale et attaque les institutions de l'État de droit démocratique. Sans mécanismes efficaces de contrôle et de transparence, Bolsonaro a remis le budget du gouvernement fédéral entre les mains d'un bloc de parlementaires physiologiques (le “Centrão”) en échange d'un soutien politique. Le résultat semble être la détérioration progressive des politiques sociales universelles au Brésil.No cenário de crise da democracia liberal, o propósito do artigo é analisar comparativamente a política embrionária de planejamento estatal do governo Joe Biden (EUA) e o projeto deliberado de destruição de políticas públicas sob o governo de Jair Bolsonaro. Para alicerçar nosso argumento foi mobilizada a literatura e foi realizada coleta de evidências em jornais e relatórios. Ainda que em fase de negociação com o Congresso, Biden vem promovendo um plano trilionário de investimentos em infraestrutura atrelado à redefinição da matriz produtiva, com sustentabilidade socioambiental e taxação dos mais ricos para o financiamento do Estado de bem-estar social. Por outro lado, desprovido de qualquer visão de planejamento estratégico de longo prazo, Bolsonaro se vale de uma lógica imediatista e de um ativo intervencionismo estatal para destruir legados institucionais de políticas públicas em diversas áreas, promove completa militarização da máquina pública federal e ataca as instituições do Estado Democrático de Direito. Sem mecanismos efetivos de controle e transparência, Bolsonaro entregou o orçamento do governo federal nas mãos de um bloco de parlamentares fisiológicos (o chamado “Centrão”) em troca de apoio político.
