Linguistic rights and linguistic policies in Brazil : an analysis of selection processes for access to public universities by forced migrants

Resumo: This article aims to present reflections on how Portuguese has been addresses in selection processes that are specific for forced migrants in federal institutions of higher education in Brazil. It is an excerpt of a broader research in which the linguistic rights of these subjects, regarding their access to the social right to education in Brazil, were investigated. For this work, we bring the analysis of institutional documents - edicts, dispatches and resolutions - of selection processes of two federal universities for admission in the first semester of 2018: Federal University of Santa Maria (UFSM) and Federal University of Rio Grande do Sul (UFRGS). The analyses indicate that the tension between recognition and erasure of linguistic rights of forced migrants is constitutive of the language policies adopted by those university institutions for the access and permanence of these subjects in the public higher educational system.

Esto es parte de una investigación más amplia que investigó los derechos lingüísticos de estos sujetos para acceder al derecho social a la educación en Brasil. Para este trabajo, presentamos el análisis de documentos institucionales (avisos, órdenes y resoluciones) de los procesos de selección de dos universidades federales para la admisión en el primer semestre de 2018: la Universidad Federal de Santa María (UFSM) y la Universidad Federal de Río Grande del Sur (UFRGS). ) Los análisis realizados indican que la tensión entre el reconocimiento y la eliminación de los derechos lingüísticos de los migrantes forzados es constitutiva de las políticas lingüísticas adoptadas por las instituciones universitarias para el acceso y la permanencia de estas materias en el sistema público de educación superior.Este artigo objetiva apresentar reflexões sobre o modo como o português tem sido abordado em processos seletivos específicos para migrantes forçados em instituições federais de educação superior brasileiras. Trata-se de recorte de pesquisa mais ampla em que se investigaram os direitos linguísticos desses sujeitos no acesso ao direito social à educação no Brasil. Para este trabalho, trazemos a análise de documentos institucionais – editais, despachos e resoluções – de processos seletivos de duas universidades federais para ingresso no primeiro semestre de 2018: Universidade Federal de Santa Maria (UFSM) e Universidade Federal do Rio Grande do Sul (UFRGS).
