Evaluation of public purchases and food specifications for the National School Feeding Program in an inland municipality of Amazonas State, Brazil

Resumo: | The aim of this study was to evaluate the public purchases destined to school feeding in an inland municipality of the state of Amazonas in 2020. An evaluative research was conducted with a mixed method based on the analysis of public notices and approval orders issued by the Municipal Education Bureau. A survey of quantities, values for acquisition, average prices and technical specifications of the purchased foodstuffs was carried out, with subsequent analysis of compliance with the normative acts in force for the management of the National School Feeding Program (PNAE). Results showed that natural or minimally processed foods were the items purchased in larger quantities, with average prices per kilogram lower than those recorded for processed and ultra-processed foods. The financial resources invested for purchases of food from family farming did not reach the minimum percentage of 30% required by the regulations in the PNAE. Most of the technical specifications for the acquisition of natural or minimally processed foods when the general attributes were evaluated, presented insufficient adequacies as determined by the legislation of the PNAE. All industrialized food products presented specifications with unsatisfactory adequacy to the nutritional composition and most of these foods presented insufficient adequacy to the packaging specifications. These results highlight the importance of the nutritionist's performance as technical responsible in the management and execution of the PNAE, especially for the monitoring and participation in public procurement proposals following the regulations in force for school feeding and hygienic-sanitary quality of food in Brazil. |

Se realizó una investigación evaluativa con método mixto analizando edictos y órdenes de aprobación emitidos por el Secretaría Municipal de Educación. Se realizó el relevamiento de cantidades, valores de adquisición, precios promedio y especificaciones técnicas de los alimentos adquiridos, con posterior análisis del cumplimiento de las normas vigentes para la gestión del Programa Nacional de Alimentación Escolar (PNAE). Los resultados obtenidos muestran que los alimentos naturales o mínimamente procesados fueron los artículos comprados en mayores cantidades, con precios promedio por kilogramo más bajos que los registrados para alimentos procesados y ultraprocesados. Los recursos invertidos para la compra de alimentos de la agricultura familiar no alcanzaron el porcentaje mínimo de 30% según la normativa del PNAE. La mayoría de las especificaciones técnicas para la adquisición de alimentos naturales o mínimamente procesados cuando se evaluaron los atributos generales, presentaron insuficiencias según lo determinado por la legislación del PNAE. Todos los productos alimenticios industrializados presentaron especificaciones con adecuación insatisfactoria a la composición nutricional y la mayoría de estos alimentos presentaron una adecuación insuficiente a las especificaciones de embalaje. Estos resultados muestran la importancia del desempeño del nutricionista como responsable técnico en la gestión y ejecución del PNAE, especialmente en seguimiento y participación en las propuestas de contratación pública siguiendo las regulaciones vigentes para la alimentación escolar y la calidad higiénico-sanitaria de los alimentos en Brasil.O objetivo deste estudo foi avaliar as compras públicas destinadas à alimentação escolar em um município no interior do estado do Amazonas no ano de 2020. Realizou-se o levantamento de quantidades, valores para aquisição, preços médios e especificações técnicas dos gêneros alimentícios adquiridos, com posterior análise do cumprimento dos atos normativos em vigência para gestão do Programa Nacional de Alimentação Escolar (PNAE). Os resultados obtidos mostram que os alimentos in natura ou minimamente processados foram os itens adquiridos em maiores quantidades, com preços médios por quilograma inferiores aos registrados para os alimentos processados e ultraprocessados. Os recursos investidos para compra de alimentos da agricultura familiar não alcançaram o percentual mínimo de 30% exigido pelas normativas do PNAE. A maioria das especificações técnicas para aquisição de alimentos in natura ou minimamente processados, quando avaliados os atributos gerais, apresentou adequações insuficientes conforme determinado pelas legislações do PNAE. Todos os produtos alimentícios industrializados apresentaram especificações com adequação insatisfatória para a composição nutricional e, a maioria desses alimentos apresentou adequação insuficiente para as especificações de embalagem.
