Resumo: | The present research was constituted in a bibliographic study about the management by competences in human resources in organizations in general. Addressing concepts of competence that should be understood as a set of human capacities that justify high performance by means of skills, knowledge and attitudes. These are associated with the idea of adding value and are expressed by behaviors that a person manifests at work and by consequences of those behaviors. Competency-based management, in turn, makes it possible to consistently detect individual capacities realized by employees as developed and that enable them to carry out their functional activities, identifying gaps among those desired and existing ones, proposing permanent development and placing them in practice to add value to the organization. For development of this study, an extensive bibliographic research was carried out, which considered the dimensions of competence that are interdependent and encompass technical issues, cognition and attitudes related to work and also performance of human resources with regard to the subject in question. |

Abordar los conceptos de competencia que deben entenderse como un conjunto de capacidades humanas que justifican el alto rendimiento a través de habilidades, conocimientos y actitudes. Estos están asociados con la idea de agregar valor y se expresan por los comportamientos que la persona manifiesta en el trabajo y por las consecuencias de esos comportamientos. La gestión basada en competencias, a su vez, permite detectar consistentemente las capacidades individuales percibidas por los empleados como desarrolladas y que les permiten llevar a cabo sus actividades funcionales, identificando las brechas entre las deseadas y las existentes, proponiendo un desarrollo permanente y ubicándolas en la práctica para agregar valor a la organización. Para el desarrollo de este estudio, se llevó a cabo una extensa investigación bibliográfica, que consideró las dimensiones de competencia que son interdependientes y abarcan cuestiones técnicas, cognición y actitudes relacionadas con el trabajo y también el desempeño de los recursos humanos con respecto al tema en cuestión.A presente pesquisa constituiu-se em um estudo bibliográfico sobre a gestão por competências em recursos humanos nas organizações em geral. Abordando os conceitos de competência que devem ser entendidos como um conjunto de capacidades humanas que justificam um alto desempenho por meio de habilidades, conhecimentos e atitudes. Estes estão associados à ideia de agregação de valor e são expressos pelos comportamentos que a pessoa manifesta no trabalho e pelas consequências desses comportamentos. A gestão por competência, por sua vez, possibilita detectar de forma consistente as capacidades individuais percebidas pelos funcionários como desenvolvidas e que os capacitam a realizar suas atividades funcionais, identificando as lacunas entre aquelas desejadas e as existentes, propondo o desenvolvimento permanente e colocando-as em prática para agregar valor a organização.
