The Common National Curricular Base and Environmental Education: Advances and setbacks regarding Recommendations for Geography Teaching in Elementary Education

Resumo: This study aims to discuss the presence of Environmental Education in Elementary Education in Brazil considering the National Common Curriculum Base and its recommendation for the area of Humanities specifically Geography. Thus, the research considered work of authors such as Limaverde (2015), Lopes (2013), Macedo (2014) and Tonegutti (2019). As for legal framework, the 1988 Brazilian Federal Constitution as well as Law number 9,394, December 20th -1996 that deals with the Brazilian Law of Directives and Bases and Law number 9.795, of April 27th of 1999 that deals with the Brazilian Policy of Environmental Education were considered. Environmental Education emerged in the Brazilian elementary school curriculum through the National Curriculum Parameters in the 1990s by means of cross cutting themes including Labor, Environment and Consumption. It was seen that Environmental Education is mentioned in the National Common Curriculum Base for elementary or high school. Although the issue is restricted to current legislation, there is no expression of its fundamentals. It was also perceived that presented content and skills are under explored. Thus, it is considered that there is a waste regarding the potential for conceptual and methodological conception, especially related to the principle of interdisciplinarity, seen through the integration of cross cutting issues in the explored themes. Therefore, it is the teacher´s responsibility to correct this asymmetry between Environmental Education legislation and the elementary education curriculum, whether in initial or continued phases incisively thorough education. Thus, instead of advancing the curricular issue for the area of Environmental Education, the referred document is a setback.

Para tanto, respaldamos los análisis en autores como Limaverde (2015), Lopes (2013), Macedo (2014), Tonegutti (2019). Como marco legal, delimitamos la Constitución Federal de 1988, la Ley nº 9.394, de 20 de diciembre de 1996, que trata de las Directrices y Bases de la Educación Nacional y la Ley nº 9.795, de 27 de abril de 1999, que versa sobre la Política Nacional de Educación Ambiental. La Educación Ambiental en el currículo de la escuela básica brasileña asomó en los Parámetros Curriculares Nacionales (PCNs) en los años 1990, en temas transversales, entre los cuales Medio Ambiente, Trabajo y Consumo. Constatamos que la mención a la Educación Ambiental en la BNCC, tanto en la Enseñanza Fundamental como en la Media, se restringe a la legislación vigente, sin que exista la expresión de sus fundamentos. Y, aún más, que el tratamiento de contenido presentado en las habilidades es explotado de modo incipiente. Así que consideramos que hay un desperdicio del potencial de discusión conceptual y metodológica por el documento, principalmente en lo que se refiere al principio de la interdisciplinariedad, defendida por la transversalidad e integración de la temática. Por lo tanto, a los docentes les toca el trabajo de corrección de esta asimetría entre la legislación de la Educación Ambiental y el currículo de la enseñanza básica, en la formación incial o continuada y, de modo pujante, en sus actuaciones. Consideramos, portanto, que há um desperdício do potencial de discussão conceitual e metodológica pelo documento, sobretudo, no que toca ao princípio da interdisciplinaridade, apregoada pela transversalidade e integração da temática. Cabe, portanto, aos docentes o trabalho de correção dessa assimetria entre a legislação da Educação Ambiental e o currículo do ensino básico, seja na formação inicial ou continuada e, incisivamente, em suas atuações.
