BNC-Continuing Training of Basic Education Teachers: competences for whom?

Resumo: | With the intention of initial and continuous training of teachers in the light of the National Common Curricular Base - BNCC - the Ministry of Education (MEC) presented the Common National Base of Teacher Training - "BNC-Training" - on initial training, by Resolution no. 2/2019, in which national curriculum guidelines and other initial teacher training actions are arranged, and then Resolution CNE/CP No. 1, of October 27, 2020, the focus of this study, which provides for curriculum guidelines and the national base for continuing teacher training. Thus, this work aims to verify how the training process of teachers working in Basic Education is proposed in the document BNC-Continuing Education for adaptation to the current curricular policy; to analyze the competences listed as necessary for teachers and, finally, to investigate the intention behind the return of the pedagogy of competences to the Brazilian educational scenario. The investigation was carried out through documentary research, of a qualitative nature, with analysis of the text of the documents proposed for teacher training and alignment with the BNCC, based on the categories “competencies” and “continuing education”. The results indicate that this whole process, in the way it is being proposed, still needs a lot of discussion and reflection, because it goes against a flexible curriculum proposal, as it is a policy of regulation and control of training institutions, teachers and students in their training process, corroborating a neo-conservative policy that uses education to meet the demands of the capitalist system. |

Así, este trabajo tiene como objetivo verificar cómo se propone el proceso de formación de los docentes que actúan en la Educación Básica en el documento BNC-Educación Continua para la adecuación a la política curricular vigente; analizar las competencias enumeradas como necesarias para los docentes y, finalmente, investigar la intención detrás del retorno de la pedagogía de competencias al escenario educativo brasileño. La investigación se llevó a cabo a través de una investigación documental, de carácter cualitativo, con análisis del texto de los documentos propuestos para la formación docente y alineación con la BNCC, a partir de las categorías “competencias” y “formación contínua”. Los resultados indican que todo este proceso, en la forma en que se está planteando, aún necesita mucha discusión y reflexión, porque va en contra de una propuesta curricular flexible, en tanto es una política de regulación y control de las instituciones de formación, docentes y estudiantes. en su proceso de formación, corroborando una política neoconservadora que utiliza la educación para atender las demandas del sistema capitalista.Com a intencionalidade de formação inicial e continuada dos professores à luz da Base Nacional Comum Curricular - BNCC - o Ministério da Educação (MEC) apresentou a Base Nacional Comum de Formação Docente - “BNC-Formação”- relativa à formação inicial, pela Resolução nº 2/2019, em que estão dispostas diretrizes curriculares nacionais e outras ações de formação docente inicial e, em seguida, a Resolução CNE/CP Nº 1,de 27 de outubro de 2020, foco do presente estudo, que dispõe sobre as diretrizes curriculares e a base nacional de formação continuada dos docentes. Desse modo, esse trabalho visa verificar como está proposto o processo formativo dos professores que atuam na Educação Básica no documento BNC-Formação continuada para adaptação à política curricular vigente; analisar as competências elencadas como necessárias aos professores e, por fim, investigar a intencionalidade por trás do retorno da pedagogia das competências ao cenário educacional brasileiro. A investigação se deu por meio de uma pesquisa documental, de cunho qualitativo, com análise do texto dos documentos propostos para a formação de professores e alinhamento à BNCC, a partir das categorias “competências” e “formação continuada”. Os resultados apontam que todo esse processo, da forma como está sendo proposto, necessita ainda de muita discussão e reflexão, pois, vai na contramão de uma proposta curricular flexibilizada, por tratar-se de uma política de regulação e controle das instituições formadoras, dos professores e dos estudantes no seu processo de formação, corroborando com uma política neo-conservadora que se utiliza da educação para atender às demandas do sistema capitalista.
