Brazilian High School in dictatorship (1964-1985): critical analysis of its functions

Resumo: Brazilian bourgeois-military dictatorship (1964-1985) reconfigured educational policy and left a legacy that persists and implies constant studies. This research analyses especially the High School guidelines in dictatorial period, so-called Second-degree teaching, identifying its functions. Based on qualitative and bibliographic analysis as well as with historical materialism as theoretical contribution, it articulates structural and ideological elements required by the capital, such as the educative reforms of that period. Redefinition of the Second-degree teaching was guided by the Human Capital Theory and the National Security Doctrine within the Capital’s Taylorist-Fordist logic is among the findings. With the Law number 5.692/1971, instrumental qualification for work was prioritized in this teaching, as well as a conservative ideology was internalized to ensure political conditions to reproduce the imperialist order in Brazil.

Esta investigación analiza especialmente las directrices para la Escuela Secundaria en el período dictatorial, entonces llamado Enseñanza de 2º Grado, identificando sus funciones. Basada en análisis cualitativo y bibliográfico, así como en contribuciones teóricas del materialismo histórico, articula los elementos estructurales e ideológicos demandados por el capital con las reformas educativas del período. Se ha constatado la redefinición de la Enseñanza 2º Grado fue orientada por la Teoría del Capital Humano y por la Doctrina de la Seguridad Nacional en el interior de la lógica taylorista-fordista del capital. Se sustenta que con la Ley número 5.692/1971 se ha priorizado, en esa enseñanza, la calificación instrumental para el trabajo y la internalización de una ideología conservadora para asegurar las condiciones políticas para la reproducción de la orden imperialista en Brasil.A ditadura burguesa-militar brasileira (1964-1985) reconfigurou a política educacional, deixando um legado que persiste e implicando estudos constantes. Nesta pesquisa, analisam-se especificamente as diretrizes para o Ensino Médio no período ditatorial, então denominado Ensino de 2º Grau, identificando suas funções. Amparada em análise qualitativa e bibliográfica, bem como no aporte teórico do materialismo histórico, articula os elementos estruturais e ideológicos demandados pelo capital com as reformas educativas do período. Constatou-se que a redefinição dos sistemas educacionais foi orientada pela Teoria do Capital Humano e pela Doutrina da Segurança Nacional atendendo às demandas da reprodução do capital no interior da lógica taylorista-fordista.
