Innovation under the public policies perspective of school transportation in Pernambuco

Resumo: The State of Pernambuco develops public policy for school transportation, whose existence (or lack thereof) has a direct impact on the simplest level of the opportunity to attend school. Therefore, given the importance of this service, it is important to know how the state of Pernambuco is basing and organizing, for implementation and/or innovation of these policies. Starting from the conception of innovation as a rethinking in the current operationalization of these services either internally or externally, this research proposes to identify the instruments of innovations (or the lack of them) in the management of school transportation services in Pernambuco. As for the methodological procedures, the research is a descriptive exploratory study of qualitative approach, whose sources of information considered are the existing control instruments in the Management of Municipal Articulation of the State Secretariat of Education and Sports in the period 2017-2020, in the form of documents, spreadsheets, graphs, reports and tables. As for the management of school transport services in Pernambuco, innovation was emphasized in a broad perspective, having as a basis the knowledge connected with the interactive processes through which knowledge is created, exchanged, inter and intrainstitutionally, based on the principles of innovation strengthening the design of the public policy of public school transport, Therefore, it is emphasized the importance of public policy in the lives of students and how we must observe all the context that surrounds it, so that we have a fairer and more transparent State.

Por lo tanto, dada la importancia de este servicio, es importante conocer cómo el estado de Pernambuco está basando y organizando, para la aplicación y / o la innovación de estas políticas. Partiendo de la concepción de la innovación como un replanteamiento en la operacionalización actual de estos servicios, ya sea a nivel interno o externo, esta investigación se propone identificar los instrumentos de las innovaciones (o la falta de ellas) en la gestión de los servicios de transporte escolar en Pernambuco. En cuanto a los procedimientos metodológicos, la investigación es un estudio exploratorio descriptivo de enfoque cualitativo, cuyas fuentes de información consideradas son los instrumentos de control existentes en la Gerencia de Articulación Municipal de la Secretaría de Estado de Educación y Deportes en el período 2017-2020, en forma de documentos, planillas, gráficos, informes y tablas. En cuanto a la gestión de los servicios de transporte escolar en Pernambuco, se hizo hincapié en la innovación en una perspectiva amplia, teniendo como base el conocimiento conectado con los procesos interactivos a través de los cuales se crea el conocimiento, el intercambio, inter e intrainstitucional, basado en los principios de la innovación fortalecer el diseño de la política pública de transporte público escolar, Por lo tanto, se hace hincapié en la importancia de la política pública en la vida de los estudiantes y cómo debemos observar todo el contexto que lo rodea, para que tengamos un Estado más justo y más transparente.O Estado de Pernambuco desenvolve política pública de transporte escolar, cuja existência (ou falta dela) tem um impacto direto no nível mais simples da oportunidade de frequentar à escola. Para tanto, dada a importância deste serviço, é importante saber como o estado pernambucano está fundamentando e organizando, para implantação e/ou inovação dessas políticas. Partindo da concepção de inovação como um repensar na atual operacionalização desses serviços seja interna ou externamente, esta investigação propõe-se a identificar os instrumentos de inovações (ou a falta deles) na gestão dos serviços de transporte escolar em Pernambuco. Quanto aos procedimentos metodológicos, a pesquisa é um estudo descritivo exploratório de abordagem qualitativa, cujas fontes de informação consideradas são os instrumentos de controle existentes na Gerência de Articulação Municipal da Secretaria Estadual de Educação e Esportes no período de 2017-2020, sob forma de documentos, planilhas, gráficos, relatórios e tabelas.
