Public Policies to Access to Digital Technologies in the Brazilian Educational Context

Resumo: | In this study, we will present five projects and programs implemented under the aegis of the universalization of broadband expansion in Brazil. Considering that access to the internet for public school students is intrinsically related to projects for the use of other TDICs, we will point out how National Broadband Expansion Projects have unfolded in recent years, identifying the differences between their implementation in the South and the north of the country. We will evaluate the objectives of projects to insert TDICs in the educational context to answer the following question: How are policies for universal access to TDICs being implemented in the Brazilian educational context? The time frame will be 1997 to 2021. The research will have documentary character with a Foucauldian discursive analysis. The data showed that broadband internet expansion policies in Brazil suffered a significant interruption between the years 2016 and 2020 and that the most affected by this were the North Region, where most of the Brazilian Amazon is concentrated. |

Considerando que el acceso a internet para los estudiantes de las escuelas públicas está intrínsecamente relacionado con los proyectos para el uso de otros TDICs, señalaremos cómo se han desarrollado los Proyectos Nacionales de Expansión de la Banda Ancha en los últimos años, identificando las diferencias entre su implementación en el Sur y en el Norte del país. Evaluaremos los objetivos de los proyectos de inserción de los TDICs en el contexto educativo para responder a la siguiente pregunta: ¿Cómo se están aplicando las políticas de acceso universal a los TDICs en el contexto educativo brasileño? El marco temporal será de 1997 a 2021. La investigación tendrá carácter documental con un análisis discursivo Foucaultiano. Los datos mostraron que las políticas de expansión de la internet de banda ancha en Brasil sufrieron una importante interrupción entre los años 2016 y 2020 y que la más afectadas por ello fueron la Región Norte, donde se concentra la mayor parte de la Amazonía brasileña.Este estudo propõe analisar três projetos e programas de inserção das Tecnologias Digitais da Informação e Comunicação no sistema educacional público e um conjunto de cinco políticas públicas implementadas sob a égide da universalização de expansão de Banda Larga no Brasil, sendo dois específicos para Região Norte, a saber: Programa Nacional de Banda Larga (PNLB), Programa Governo Eletrônico - GESAC, Programa Brasil Inteligente, Projeto Amazônia Conectada e Programas Norte Conectado. O objetivo desse estudo é responder a seguinte questão: Em linhas gerais, como as políticas de democratização do acesso às TDICs na educação vêm se desdobrando no Brasil? O marco temporal será 1997 a 2021. A linha teórica que orienta este estudo é a sistêmica complexa alinhada a estratégia metodológica Cartografia dos Saberes e suas quatro trilhas operacionais da investigativas: Saberes Pessoais, Saberes Teóricos, Usina de Produção e Dimensão Intuitiva da Pesquisa.
