Articulated Actions Plan - PAR: a policy of decentralization of education actions

Resumo: The present paper approaches the Articulated Action Plan that was proposed in 2007 as an instrument to decentralize the Union’s actions and resources to the others federated entities aiming to improve the quality, efficiency and equity in the educational policies implementation. The research is justified by its seek to verify in the official guide documents of the PAR the prescription of the decentralization of educational policies for municipalities proccess. The general aim of this research is to analyze the articulation between the Articulated Actions Plan (PAR) of 2007-2011, National Plan of Education (PNE), and the Education Development Plan (PDE) in the implementation of the decentralization process of educational policies. The study is based on the social research methodology which analyzes the subject from the real concret (RODRÍGUEZ, 2014). The procedures adopted were the analysis of the official documents guiding the PAR and the legislation that instituted it as an educational planning policy, as well as the study of the literature that discusses the decentralization of State actions to the federated units. The partial analyzes shows that the plan has the perspective of consolidating the collaboration regime through democratic management and prioritizes decentralization of the Union actions to municipalities and states, without, but it keeps the control of financial resources. It is concluded that PAR has allowed that the Federal Government actions reach a greater coverage in local policies, contributing to the improvement of education and of the teaching and learning of child, young and adults, because the investments happens directly to the municipalities.

La investigación se justifica por buscar verificar en los documentos oficiales de orientación del PAR la prescripción del proceso de descentralización de las políticas educativas para los municipios. El objetivo general de la investigación es analizar la articulación entre el PAR, el Plan Nacional de Educación (PNE) y el Plan de Desarrollo de la Educación (PDE) en la efectivación del proceso de descentralización de las políticas educativas. El estudio se apoya en la metodología de la investigación social que analiza el objeto a partir del real concreto (RODRÍGUEZ, 2014). Los procedimientos adoptados fueron el análisis de los documentos oficiales orientadores del PAR y de la legislación que lo instituyó como política de planificación de la educación, así como fue realizado el estudio de la literatura que discute la descentralización de las acciones del Estado para las unidades federadas. Los análisis parciales revelan que el plan tiene la perspectiva de consolidar el régimen de colaboración a través de la gestión democrática y prioriza la descentralización de las acciones de la Unión para municipios y estados, pero mantiene el control de los recursos financieros. Se concluye que el PAR ha posibilitado que las acciones del Gobierno Federal alcancen mayor alcance en las políticas locales, contribuyendo a la mejora de la educación y de la enseñanza y aprendizaje de niños, jóvenes y adultos, pues las inversiones ocurren de forma directa para los municipios.O presente estudo aborda o Plano de Ações Articuladas (PAR) que foi proposto em 2007 como um instrumento para descentralizar as ações e recursos da União aos demais entes federados no intuito de melhorar à qualidade, eficiência e equidade na implementação de políticas educacionais. A pesquisa se justifica por buscar verificar nos documentos oficiais de orientação do PAR a prescrição do processo de descentralização das políticas educacionais para os municípios. O objetivo geral da pesquisa é analisar a articulação entre o PAR, o Plano Nacional de Educação (PNE) e o Plano de Desenvolvimento da Educação (PDE) na efetivação do processo de descentralização das políticas educacionais. O estudo se apoia na metodologia da pesquisa social que analisa o objeto a partir do real concreto (RODRÍGUEZ, 2014). Os procedimentos adotados foram a análise dos documentos oficiais orientadores do PAR e da legislação que o instituiu como política de planejamento da educação, bem como foi realizado o estudo da literatura que discute a descentralização das ações do Estado para as unidades federadas.
