Permanent health education and primary care in challenging coexistence: an integrative review

Resumo: | Introduction: This is a study about the difficulty faced in primary care units to implement permanent education as a political-pedagogical process for qualifying care. Permanent education activities should be used as a tool to bring professional practice closer to the reality of each population. We aim to identify in the literature, how permanent education has been incorporated into the daily routine of primary care units; and to encourage discussions about the importance of permanent education for qualifying the care provided by Primary Care. Method: An Integrative Literature Review was carried out, according to the PICO strategy (participants, intervention, context, results), whose data collection was carried out in June 2019, in the Latin American and Caribbean Science Literature databases (LILACS), Web of science, SciVerse Scopus, PUBMED and Nursing Databases (BDENF). Results: From the 12 articles selected for analysis in the study, it was possible to define three relevant topics for discussion: “Permanent Education in the routine of primary care”, “Permanent Education and the qualification of care in Primary Care” and “The knots conceptual frameworks for the implementation of EPS”. Conclusion: The theme of permanent health education, being increasingly recognized as a fundamental tool for conducting, reorganizing and qualifying work processes in primary care. However, one bias that we can cite is the lack of clarity and understanding regarding the concepts that involve EPS and how much it impacts the effectiveness of EPS as a health policy. |

Las actividades de educación permanente deben usarse como una herramienta para acercar la práctica profesional a la realidad de cada población. Nuestro objetivo es identificar en la literatura cómo se ha incorporado la educación permanente en la rutina diaria de las unidades de atención primaria; y alentar discusiones sobre la importancia de la educación permanente para calificar la atención brindada por Atención Primaria. Método: se realizó una Revisión Integral de Literatura, de acuerdo con la estrategia PICO (participantes, intervención, contexto, resultados), cuya recolección de datos se realizó en junio de 2019, en las bases de datos de Literatura Científica de América Latina y el Caribe (LILACS), Web of science, SciVerse Scopus, PUBMED y bases de datos de enfermería (BDENF). Resultados: De los 12 artículos seleccionados para el análisis en el estudio, fue posible definir tres temas relevantes para el debate: "Educación permanente en la rutina de la atención primaria", "Educación permanente y la calificación de la atención en atención primaria" y "Los nudos marcos conceptuales para la implementación de EPS”. Conclusión: El tema de la educación permanente en salud, cada vez más reconocido como una herramienta fundamental para llevar a cabo, reorganizar y calificar procesos de trabajo en atención primaria. Sin embargo, un sesgo que podemos citar es la falta de claridad y comprensión con respecto a los conceptos que involucran EPS y cuánto impacta la efectividad del EPS como política de salud.Introdução: Trata-se de estudo sobre a dificuldade enfrentada nas unidades de atenção primária de implementar a educação permanente como processo político-pedagógico para qualificação do cuidado. As atividades de Educação Permanente devem ser utilizadas como ferramenta para aproximar a prática profissional e a realidade de cada população. Trazemos como objetivos identificar na literatura, de que forma a educação permanente vem sendo incorporada no cotidiano das unidades de atenção primária; e fomentar as discussões a cerca da importância da educação permanente para qualificação do cuidado prestado pela Atenção Primária. Método: Procedeu-se a Revisão Integrativa da literatura, de acordo com a estratégia PICO (participantes, intervenção, contexto, resultados), cuja coleta dos dados foi realizada em junho de 2019, nas bases de dados Literatura Latino Americana e do Caribe em Ciências da Saúde (LILACS), Web of science, SciVerse Scopus, PUBMED e Bases de Dados em Enfermagem (BDENF). Resultados: A partir dos 12 artigos selecionados para análise no estudo, foi possível definir três temáticas relevantes para discussão: “A Educação Permanente no cotidiano da atenção primária”, “A Educação Permanente e a qualificação do cuidado na Atenção Primária” e “Os nós conceituais para implementação da EPS”. Conclusão: O tema educação permanente em saúde, vendo sendo cada vez mais reconhecido como ferramenta fundamental para condução, reorganização e qualificação dos processos de trabalho na atenção primária.
