School of the pauper: student’s family per capta income and policies of affirmative action and permanency as a factor of social protection at Instituto Federal do Mato Grosso (IFMT)

Resumo: | The institutions of the Federal Network of Professional, Scientific and Technological Education (RFEPCT) since 1909, have assumed, above all, the transforming commitment in society by training humble citizens into qualified workers through professional education. Considering the maintenance of this precept in the RFEPCT, it is questioned, then, if the Federal Institute of Mato Grosso (IFMT) welcomes, in fact, young people belonging to low-income families and focuses the supply of professional education and the development of their activities in that target audience. This paper aims to analyze the per capita family income of IFMT students by comparing them to the Human Development Index (HDI) and Gross Domestic Product (GDP) data per capita of the municipalities that host the 14 campuses and 05 advanced campuses. The methodological procedures adopted to achieve this aim were bibliographic and documentary research, by means of a survey of official institutional sources and the IBGE database. The results showed that, in 2016, the institution served 64.5% of students belonging to low-income families, with a per capita family income below 1.5 minimum wages. From that period, it adopted the inclusion / access / permanence policies, through the institutionalization of the quota system, allocating 60% of its places to students from public schools and, among these, to people with disabilities and self-declared browns, blacks and Indians. Thus, it has sought to promote the social insertion of low-income youth and contribute to the growth and development of regions in the state of Mato Grosso. |

Considerando el mantenimiento de este precepto en la RFEPCT, se cuestiona, entonces, si el Instituto Federal de Mato Grosso (IFMT) acoge, de hecho, a jóvenes pertenecientes a familias de escasos recursos y enfoca la oferta de formación profesional y el desarrollo de sus actividades en ese público objetivo. Este artículo tiene como objetivo analizar el ingreso familiar per cápita de los estudiantes del IFMT comparándolos con los datos del Índice de Desarrollo Humano (IDH) y del Producto Interno Bruto (PIB) per cápita de los municipios que albergan los 14 campus y los 05 campus avanzados. Los procedimientos metodológicos adoptados para lograr este objetivo fueron la investigación bibliográfica y documental, mediante una encuesta de fuentes institucionales oficiales y la base de datos del IBGE. Los resultados mostraron que, en 2016, la institución atendió al 64,5% de los estudiantes pertenecientes a familias de bajos ingresos, con un ingreso familiar per cápita inferior a 1,5 salarios mínimos. A partir de ese período, adoptó las políticas de inclusión / acceso / permanencia, a través de la institucionalización del sistema de cuotas, asignando el 60% de sus plazas a alumnos de colegios públicos y, entre estos, a personas con discapacidad y autoproclamados pardos, negros. e indios. Así, se ha buscado promover la inserción social de los jóvenes de escasos recursos y contribuir al crecimiento y desarrollo de las regiones del estado de Mato Grosso.As instituições da Rede Federal de Educação Profissional, Científica e Tecnológica (RFEPCT) desde 1909, tem assumido, prioritariamente, o compromisso transformador na sociedade ao formar os cidadãos humildes em trabalhadores qualificados por meio da educação profissional. Este artigo tem como objetivo analisar a renda per capita familiar dos alunos do IFMT comparando-os aos dados de Índice de Desenvolvimento Humano (IDH) e do Produto Interno Bruto (PIB) per capita dos municípios sedes dos 14 campi e 05 campi avançados. Os procedimentos metodológicos adotados para o alcance deste intento foram a pesquisa bibliográfica e documental, por meio de levantamento de fontes institucionais oficiais e banco de dados do IBGE. Os resultados apontaram que, no ano de 2016, a instituição atendeu 64,5% de alunos pertencentes a família de baixa renda, com uma renda per capita familiar inferior a 1,5 salário-mínimo. A partir desse período, adotou as políticas de inclusão/acesso/permanência, por meio da institucionalização do sistema de cotas, destinando 60% de suas vagas para alunos advindos de escolas públicas e, dentre essas, para pessoas com deficiência e autodeclarados pardos, pretos e índios.
