O papel das políticas públicas de segurança alimentar através do PNAE: um estudo de caso de uma escola da rede estadual de educação do Paraná no município de Toledo

Public policies are important tools in the search for the guarantee of human rights, especially in countries where social inequality is evident, bringing some equity to its population. In this perspective the research sought to evaluate the perception of social actors in the public policy of food security PNAE, in the state education network of the State of Paraná, from the case study of a school of the state network in the city of Toledo, west of Pará. The work was developed with the PNAE executing agency, responsible for the state education network of the state of Paraná, the Paraná Institute of Educational Development (FUNDEPAR), the Regional Education Center of the municipality of Toledo-Paraná (NRE), the Paraná State School Feeding Council (CEAE), as well as the State School of Novo Sobradinho Field. As for the methodological aspect, this research carried out a case study, where questionnaires and semi-structured interviews were used, focusing on qualitative analysis. Thus it was possible to realize that although the state of Paraná regarding the feeding of schoolchildren from the state education network (basic education), has a very effective organizational structure, however there are still issues to be overcome, especially in the supply of fresh foods such as fruits, vegetables and greens, both in quantity and quality and for, in addition, the supply of animal protein that so far meets partially. One of the barriers to meeting this problem is the budget issue, given that the amounts passed on by the FNDE have not been updated since 2017, and at the same time the complementation made by the state is not enough. The supply of organic food remains a bottleneck, reaching about 18% of the total food provided in 2021, where many schools still do not receive any type of organic food. Moreover, the aspect of food education to be worked in schools as a transversal and interdisciplinary content is far from happening, despite being provided for in the PNAE, considering the school studied here we can say that there is no action of Food and Nutrition Education (EAN).
