Gestão escolar na rede municipal de ensino de São Lourenço do Sul : qualificação dos processos educativos.

Resumo: | The contribution that proper management can offer to the quality of education in schools was the basis for this Intervention Project carried out with the management of the Municipal School of São Lourenço do Sul. Subjects involved in the project were the management of municipal schools, because the diagnosis of the insertion context of the Project showed the inexistence of continuing training geared specifically for school management. From this fact,the overall objective of the project was to build a space for training in order to promote the participation of municipal management in accordance with the democratic participative management principles to qualify the teaching and learning processes in the Municipal Teaching Network. The project was developed based on the intervention projects methodology (DAMIANI, 2012) and on some assumptions of critical research-action (FRANCO, 2005), because that values the subjects’ participation. The main actions taken were: study meetings and continuing education in the Managers Forum; analyzes of the city school context; visits to local schools in order to identify successful management practices and potential problems; and the accomplishment of the First Seminar on Quality and Commitment to Education of São Lourenço do Sul: Pedagogical Experiences and Experiments. I highlight as result of these actions, the participation of the managing in the meetings of Managers Forum, knowledge of the different realities of various schools through the diagnosis and analysis of the context of each of the establishments, which generated the construction of collective actions to create alternative solutions for problems detected, integration and socialization of practices among the kindergarten schools management and elementary schools management, appreciation of the work done in the public schools, appreciation of the work of Education, Culture and Sport Municipal Secretariat (ECSMS) and cooperation between sponsor and municipal management. These results reinforce the continuity of the Managers Forum meetings, visits to local schools and conduction of the II Seminar Quality and Commitment to Education of São Lourenço do Sul and Region: Pedagogical Experiences and Experiments. As a result of these project actions, in 2014, the ECSMS launched the Incentive to Teachers’ Reading Municipal Program. Currently the municipal schools network systematically invests in the continuing education of teachers and other municipal managers and works according to the principles of democratic participative management. |

Os sujeitos envolvidos diretamente no Projeto foram asgestoras das escolas municipais, pois no diagnóstico do contexto de inserção do Projeto ficouevidenciada a inexistência de formação continuada voltada especificamente para a gestãoescolar. A partir desse fato, o objetivo geral do projeto foi o de construir um espaço de formação a fim de promover a participação das gestoras municipais de acordo com os princípios da gestão democrático-participativa para a qualificação dos processos de ensino e de aprendizagem na Rede Municipal de Ensino. O projeto foi desenvolvido com base na metodologia de projetos de intervenção (DAMIANI,2012) e em alguns pressupostos da pesquisa-ação crítica (FRANCO, 2005), pois essa valoriza a participação dos sujeitos. As principais ações desenvolvidas foram: reuniões de estudo e formação continuada no Fórum de Gestoras, análise do contexto escolar do município, visitas às escolas municipais, buscando identificar práticas bem sucedidas da gestão bem como identificar possíveis problemas, e a realização do I Seminário Qualidade e Compromisso com a Educação de São Lourenço do Sul: Vivências e Experiências Pedagógicas. Destaco como decorrências dessas ações a participação das gestoras nas reuniões do Fórum de Gestoras, o conhecimento das diferentes realidades das várias escolas através do diagnóstico e análise do contexto de cada um dos estabelecimentos, o que gerou a construção de ações coletivas para criar alternativas de solução dos problemas detectados, integração e socialização de práticas entre as gestoras das escolas de Educação Infantil e gestoras das escolas de Ensino Fundamental, valorização do trabalho desenvolvido nas escolas municipais, valorização do trabalho da SMECD e cooperação entre mantenedora e as gestoras municipais. Estes resultados fortaleceram a continuidade das reuniões do Fórum de Gestores, das visitas às escolas Municipais e da realização do II Seminário Qualidade e Compromisso com a Educação de São Lourenço do Sul e Região: Vivências e Experiências Pedagógicas.
