Educação e inclusão no contexto do “neoliberalismo conservador” no Brasil

This article problematizes, from the perspective of Michel Foucault's governmentality, the relations between neoliberalism, inclusion and exclusion, considering two configurations of neoliberalism, the democratic and the conservative. It shows how the inclusion imperative constituted a governmentality strategy, especially from the democratic period, inaugurated by the 1988 Constitution to the impeachment of Dilma Rousseff, in 2016, and how, with the rise of the extreme right, after the election of Jair Bolsonaro, this imperative loses its interpretive power in the analysis of neoliberalism. The article is divided into three parts, in addition to the introduction. In the first part, we analyze how the imperative of inclusion sparked the neoliberal narratives about human capital and education.  In the second, it is questioned the exhaustion of the inclusion imperative with the emergence of neoliberalism of a conservative. Finally, in the third, or final considerations, it points at the need to problematize the relationships among neoliberalism, conservatism and fascism as the backgrond for discussions on education, exclusion and precariousness.
