Expansion and quality of higher education: a balance of goals 12, 13 and 14 of the National Education Plan - PNE 2014-2024

Resumo: This text analyses the evolution of goals 12,13 and 14 of National Education Plan PNE 2014-2024, which deals with college education (graduation and post-graduation courses). This research corresponds to the period from 2012 to 2018 and has as reference data produced inside the research “Expansion and quality of college education inside the context of National Education Plan (PNE 2014-2024): tensions, limits and perspectives”, with basis on Inep Colllege Education census, Pnad/IBGE and PnadC 2016-2018. The results indicate that goals 13 and 14, turned to post-graduation, are partially fulfilled, while goal 12, although registering growth, is far from being reached, mainly in terms of liquid and gross taxes of registration as well as concerning to expansion of registrations in public segment. It still stands out that economic-political crisis and, especially the austerity economic politics are impacting in a negative way the maintenance and expansion of post-graduation, as well as basic and technological research, can aggravate the accomplishment of these goals.

Esta investigação corresponde ao período de 2012 a 2018 e possui como referência dados produzidos no âmbito da pesquisa “Expansão e qualidade da educação superior no contexto do PNE 2014-2024: Tensões, limites e perspectivas”, com base no Censo da Educação Superior do Inep, Pnad/IBGE e PnadC 2016 e 2018. Os resultados indicam que as metas 13 e 14, voltadas à pós-graduação, estão parcialmente cumpridas, enquanto a meta 12, embora registre crescimento, está longe de ser alcançada, sobretudo em termos das taxas líquida e bruta de matrículas, assim como no tocante à expansão das matrículas no segmento público.
