EDUCATIONAL INDICATORS AS STRATEGIES: KEYS TO UNDERSTAND THE NEW GOVERNMENTALITY IN CONTINUOUS TEACHER TRAINING

Resumo: This work presents a study about the offer of continuous training courses for teachers who work in elementary education in the Rede Municipal de Ensino (Municipal Education Network) of Florianópolis, Santa Catarina State, which present the educational indicators as goals for their offering. The object of study is the 2000-2013 period, and the text shows as methodology the theorizations that integrate Foucault’s studies area. The  sources of analysis are: the course planning records, interviews with teachers, field journal of course observations, and documents that regulate the continuous teacher education policy at the national and municipal scope. It concludes that the course offer produces teaching subjectivities based on the accountability for successes and failures, limited by effectiveness or ineffectiveness to reach the structured results around goals, taking a competition based on educational indicators as a scenario.

El recorte es hecho en periodo de 2000 – 2013. Se eligen como metodología las teorías que integran el campo de estudios de Foucault. Son puntos de análisis: los registros de planificación de los cursos, entrevistas con maestros, diario de campo de observaciones de cursos, así como los documentos que estandarizan la política de formación continua docente en ámbito nacional y municipal. Concluye que la oferta de cursos produce subjetividades docentes ancladas en la responsabilidad por los éxitos y los fracasos, circunscritas en la efectividad o en la inoperancia para llegar a resultados estructurados acerca de metas, teniendo como escenario una competición balizada por indicadores educativos.Este artigo apresenta um estudo sobre a oferta de cursos de formação continuada, destinados aos professores que atuam no Ensino Fundamental na Rede Municipal de Ensino de Florianópolis, que apresentam os indicadores educacionais como balizas para a sua realização. Toma como recorte o período 2000-2013 e Elege, como metodologia, as teorizações que integram o campo de estudos foucaultianos. São fontes de análise: os registros de planejamento dos cursos, entrevistas com docentes, diário de campo das observações dos cursos, bem como os documentos que normatizam a política de formação continuada docente em âmbito nacional e municipal.
