The Nacional Lunch School Program: an analysis of the accountability of municipalities in the metropolitan region of São Paulo

The National Lunch School Program (PNAE) is one of the most relevant government programs, due to the expressive amount of resources available to fund it and the number of people who benefit from it. Until 2015, approximately R$ 5.7 billion were passed on to the Program. Many Brazilian counties, especially those in the state of São Paulo, are under investigation for the corruption scheme known as the “Máfia da Merenda”. Two of the four counties that will be analyzed in this study are being investigated. These evidences point to the need for better control and monitoring of the Program. The main objective of the study was to discuss if there are aspects of the accountability process that should be incorporated in the rendering of accounts of the PNAE so that it is able to enable effective communication with society. Therefore, the data collection related to the rendering of accounts and inspection of the statements and execution of the program of four counties in the metropolitan region of São Paulo, between the years 2011 and 2015, was carried out on FNDE website and through the Sistema Eletrônico de Informação ao Cidadão (e-SIC), a citizens watchdog site. A detailed comparison between the information obtained in both sites served as a map to determine the data. The study concluded that its accountability needs improvement, since the data available lacks depth of information or are inaccurate and does not provide clear data to support accountability.
