Educação a distância como instrumento de capacitação ao processo de gestão de convênios : caso da UFRPE

With the creation of the Core of Institutional Relations and Covenants (NURIC), since 2013, the Federal Rural University of Pernambuco (UFRPE) proposed to supervise, control and monitor the execution of agreements, transfer agreements, cooperation agreements and other legal instruments, through the System of Management of Agreements and Contracts of Transfer (SICONV), developed by the Federal Government, responsible for the whole life cycle of the agreements. With the goal of propose distance education as an instrument for training the management of covenants, using the Information and Communication Technologies (ICTs) already available, as a building element of bureaucratic knowledge, this work analyzes, from an organizational perspective, the possibility of training the staff through this type of teaching. Therefore, through a case study of UFRPE involving its Support Foundation Entity (FADURPE) and NURIC/UFRPE, we question the users of the SICONV system from these sectors to better understand the theme. The methodology used was based on a mixed (qualitative/quantitative) approach and the main results found in the units taken as the focus of analysis revealed the need for training to enhance the understand of procedures and regulations inherent to the work environment. It was concluded that the modality of distance education accompanied by new technologies, enables and amplifies the learning paths, with speed and flexibility, capable of providing a collaborative environment for the sharing, development and evaluation of the administrative activities developed in the institution.
