Resumo: The present work proposes the analysis of competition law, placing it as an instrument for implementing public policies for economic and business development. The marriage between competition law and economic development, an instrument and possible effect, corresponds, above all, to the multiple function of the competitive issue, which allows it to be listed at the same time, as public policy, and guarantee of business economic maintenance. Likewise, the relevant impacts that direct or indirect competitive relations generate in the most varied spheres of economic and social life, such as consumer relations and, above all, development, are taken into account. To achieve the objective, traditional concepts and the principles of Competition Law applied to economic power and regulation were analyzed, in an approach that also includes the study of the notion of power, and the Brazilian economic and competitive order. It also dealt with the issue of development, under conceptual and historical aspects. It also analyzes competition law as an instrument for the implementation of public policies for business economic development, following an approach that includes the verification of the Brazilian competition defense system, from a critical perspective, which does not disregard the international context and globalization.

O casamento entre o direito concorrencial e o desenvolvimento econômico, instrumento e possível efeito, corresponde, sobretudo, à função múltipla da questão concorrencial, que possibilita com que esta seja elencada ao mesmo tempo, como política pública, e garantia de manutenção econômico empresarial. Igualmente, leva-se em consideração, os relevantes impactos que as relações concorrenciais diretas, ou indiretas, geram nas mais variadas esferas da vida econômica e social, como nas relações de consumo e, sobretudo, no desenvolvimento. Para alcançar o objetivo, foram analisadas as concepções tradicionais e os princípios do Direito da Concorrência aplicado ao poder econômico no mercado e à regulação, em abordagem que compreende ainda, o estudo da noção do poder, e ordem econômica e concorrencial brasileira. Tratou-se também da questão do desenvolvimento, sob aspectos conceituais e históricos.
