The financing of municipal public education of Teresina: the student year cost

Resumo: This article presents results of a Master’s Degree dissertation: “Direct Cost of Municipal Public School financing of Teresina city – Piaui”, which aimed to define the municipal educational cost , specially those related to the direct operational cost of seventeen institutions. This dissertation intended to answer three questions: a) what the student per year cost of public school in the basic education in Teresina city in 2006 is; b) what is the category or what are the categories of items which present a higher participation in the composition of direct cost of the municipal schools and what factors intervene in this cost?, and finally, c) what is the participation of Fundef in the composition of the student per year cost in the public education of Teresina city in 2006? In order to examine deeply the result of the last question, it was intended to disaggregate the expense per each student undertaken by the municipality of Teresina in 17 municipal public schools,intentionally chosen and giving special attention to some features, in order to identify Fundef’s participation in relation to the school expenses in the different stages of the Basic education in each zone covered by it (rural and urban). It was searched in Schultz (1973), Verhine (1998), Castro (1973), Davies (1999, 2004, 2005) studies and also in the current educational legislation, the necessary epistemology basis to dialogue with the collected data. It was concluded that the student per year cost of the schools remained pretty above of the student per year amount nationally defined for Fundef, which reinforces some criticism stood out in the literature about the lack of accomplishment by the Federal Government established by the 1st from the 6th article from the Law 9.424/96 which deals with the calculus methodology to define the national minimum amount.

La referida disertacion busco responder a tres cuestionamientos: a) ¿Cual es el coste de alumno/año de las escuelas públicas del nivel primario del establecimiento de enseñanza pública municipal de Teresina en 2006 b) ¿Cual(es) es(son) la(s) categoria(s) de insumos que presenta(n) mayor participacion en la composicion del coste directo de las escuelas municipales y que factores se presentan como elementos intervinientes en ese coste? y por fin, ¿cual es el aporte de Fundef en la composicion del coste del alumno/año en la institucion pública municipal de enseñanza de Teresina en 2006? Para profundizar el resultado del último cuestionamiento, se busco desagregar las despesas/alumno emprendidas por el municipio de Teresina en 17 escuelas públicas municipales, elegidas intencionalmente y considerando determinadas caracteristicas, en la perspectiva de identificar la participacion de Fundef respecto a las despesas por escuela en las diferentes etapas de la Enseñanza Primaria en cada zona atendida (rural y urbana). Se baso en los estudios de Schultz (1973), Verhine (1998), Castro (1973), Davies (1999, 2004, 2005) y en la legislacion educacional vigente con base epistemologica necesaria para dialogar con los datos colectados. Se ha constatado que el coste de alumno/año promedio de las escuelas averiguadas se quedo muy por encima del valor alumno/año definido nacionalmente, viniendo a reforzar algunas criticas puntuadas en la literatura sobre el no cumplimiento, por parte del Gobierno Federal, del que determinaba el § 1º del art. 6º de la ley 9.424/96 que trataba de la metodologia del calculo em la definicion del valor minimo nacional.Este artigo apresenta resultados da Dissertação de Mestrado: “Custo Direto de Financiamento das Escolas Públicas Municipais de Teresina - Piaui”, tendo como objetivo determinar os custos educacionais do municipio, especificamente aqueles relacionados ao custo direto de funcionamento de 17 escolas municipais. A referida dissertação procurou responder a tres questionamentos: a) Qual o custo-aluno/ano das escolas públicas do Ensino Fundamental da rede pública municipal de ensino de Teresina em 2006? b) Qual(is) a(s) categoria(s) de insumos apresenta(m) maior participação na composicao do custo direto das escolas municipais e que fatores se apresentam como elementos intervenientes nesse custo? e por fim, c) qual a participação do FUNDEF na composicao do custo-aluno/ano na rede pública municipal de ensino de Teresina em 2006? Para aprofundar o resultado do último questionamento, procurou-se desagregar as despesas/aluno empreendidas pelo municipio de Teresina em 17 escolas públicas municipais, escolhidas intencionalmente e atendendo determinadas caracteristicas, na perspectiva de identificar a participação do Fundef em relação às despesas por escola nas diferentes etapas do Ensino Fundamental em cada zona atendida (rural e urbana). Buscou-se, nos estudos de Schultz (1973), Verhine (1998), Castro (1973), Davies (1999, 2004, 2005) e na legislação educacional vigente, a base epistemologica necessaria para dialogar com os dados coletados. Constatou-se que o custo aluno/ano medio das escolas pesquisadas ficou bem acima do valor aluno/ano definido nacionalmente para Fundef, vindo a reforcar algumas criticas pontuadas na literatura sobre o nao cumprimento, por parte Governo Federal, do que determinava o § 1º do art. 6º da lei 9.424/96 que tratava da metodologia do calculo na definicao do valor minimo nacional.Fundação CesgranrioSales, Luis CarlosSilva, Magna Jovina G.
