Impact Evaluation of the Student Permanence Program of the Universidade Federal de São Paulo

Resumo: The Student Aid Program (Pape) of the Universidade Federal de São Paulo is designed to assist students with a per capita family income of up to 1.5 minimum wages to guarantee their stay in the university. The resources come from the National Program of Student Assistance (Pnaes). The article analyzes the efficiency of Pape and the possible impacts on academic performance. To do so, the evasion and the coefficients of academic achievement between Pape participants and non-participants with the same income profile were compared. The results show that among Pape participants the percentage of evaders is lower and the coefficient of performance is larger and less dispersed. We conclude that the program has been efficacious to ensure the permanence of vulnerable students and to promote conditions of better academic performance, but to preserve it, it is necessary to expand its resources and transform the Pnaes into State policy.

Los recursos provienen del Programa Nacional de Asistencia Estudiantil (Pnaes). El artículo analiza la eficiencia de Pape y los posibles impactos en el rendimiento académico. Para ello, compara la evasión y los coeficientes de ingresos entre los participantes de Pape y los no participantes con el mismo perfil de ingresos. Los resultados muestran que, entre los participantes de Pape, el porcentaje de deserción es menor y que el coeficiente de ingresos es mayor y menos disperso. Se concluye que el programa ha sido eficaz en garantizar la permanencia de estudiantes vulnerables y en promover condiciones para un mejor desempeño académico, sin embargo, para preservarlo sería necesario ampliar sus recursos y transformar el Pnaes en política de Estado.O Programa de Auxílio Para Estudantes (Pape), da Universidade Federal de São Paulo, destina-se à assistência de estudantes com renda familiar per capita de até a 1,5 salário mínimo para garantir sua permanência na universidade. Os recursos vêm do Programa Nacional de Assistência Estudantil (Pnaes). O artigo analisa a eficácia do Pape e os possíveis impactos sobre o desempenho acadêmico. Para tanto, são comparados a evasão e os coeficientes de rendimento entre os participantes do Pape e os não participantes com perfil de renda igual. Os resultados mostram que, entre os participantes do Pape, o percentual de evadidos é menor e que o coeficiente de rendimento é maior e menos disperso.
