The reform of secondary education in Ceará: diversification of supply, equity and local contexts

Resumo: | The present article describes and reflects about the course of public high school provision in Ceará, taking as a reference the period prior to the LDB’s publication, showing how what configures the state high school policy today and the implementation of the reform of this teaching stage recommended by Law No. 13.415/2017. It is characterized as a research with a qualitative and quantitative approach, of a descriptive and explanatory nature, constituting a case study. The methodology uses research involving educational legislation, official technical documents and bibliographic references of authors who have been focusing on the subject. Quantitative data were obtained from the Secretary of Education of the state of Ceará, and were treated using descriptive statistics. Considering the complexity of the state education network in Ceará and the way in which the implementation of policies for this stage of basic education has been organized in the last fifteen years, as well as the evolution that has been observed in some educational indicators such as the increase in the rate of approval and the reduction of the age-grade distortion rate, it is important to draw attention to the inflection that high school reform can provoke in the system as a whole. |

Presentase una investigación cualitativa y cuantitativa, de propiedad descriptiva y explicativa, constituyendo un estudio de caso. La metodología empleada utiliza investigación involucrando legislación educativa, documentación técnica oficial y referencias bibliográficas de expertos que investigan a fondo esta temática. Los datos cuantitativos se han obtenido en la Secretaria de Educação do estado do Ceará, observados por medio de estadísticas descriptivas. Teniendo en cuenta lo complejo que es la red estadual de enseñanza de Ceará e cómo ocurre la implementación de políticas en esta etapa de la educación básica se ha diseñado en los últimos quince años, de la misma forma la evolución de datos educacionales, como la subida de tasas de aprobación y la reducción de tasas de distorsión edad-serie, además es importante señalar el desvío que la reformulación de la enseñanza media ocasionar de forma global en el la totalidad del sistema educativo.O artigo reflete sobre a oferta de ensino médio público no Ceará, posteriormente à publicação da Lei de Diretrizes e Bases da Educação – LDB, mostrando como se desenharam a atual política estadual de ensino médio e a implantação da reforma pela Lei nº 13.415/2017. A pesquisa, com abordagem qualitativa e quantitativa, é um estudo de caso de natureza descritiva e explicativa, envolvendo legislação educacional, documentos técnicos oficiais obtidos na Secretaria de Educação do Estado do Ceará e referências bibliográficas sobre o tema. Os dados foram tratados por meio de estatísticas descritivas.
