High School Counter-Reformation and BNCC: a renewed dimension of the pedagogy of competences?

Resumo: The text tries to discuss the notion of competence within the scope of the “new” high school and the current counter-reform of the Brazilian education curriculum, in view of the continuities and discontinuities of the educational discourse that became hegemonic from the 1990s onwards, which is resumed and assumes renewed centrality. For this, we discuss the process of building this policy, from the crisis of Dilma Rousseff's government to the government of Michel Temer instituted by the state coup with press, legal and parlamentary institutions participation in 2016, a context favorable to the resumption of the neoliberal ideology of the governments of Fernando Henrique Cardoso (FHC) that aligned educational policies to international trends in the regulation of learning through large-scale assessment. We then analyze the epistemological foundations of the pedagogy of competences, demonstrating some of its contemporary characteristics, such as the exacerbation of the “socio-emotional” dimension of the proposed training and the emphasis on entrepreneurship. We conclude by arguing about the need to reaffirm the concept of integrated and omnilateral training from the perspective of polytechnics.

Para ello, discutimos el proceso de construcción de esta política, desde la crisis del gobierno de Dilma Rousseff hasta el gobierno de Michel Temer instituido por el golpe mediático-jurídico-parlamentario de 2016, contexto favorable a la reanudación de la ideología neoliberal de los gobiernos de Fernando Henrique Cardoso (FHC) que alineó las políticas educativas a las tendencias internacionales en la regulación del aprendizaje a través de la evaluación a gran escala. Luego analizamos los fundamentos epistemológicos de la pedagogía de las competencias, evidenciando algunas de sus características contemporáneas, como la exacerbación de la dimensión “socioemocional” de la formación propuesta y el énfasis en el emprendimiento. Concluimos argumentando sobre la necesidad de reafirmar el concepto de formación integrada y omnilateral desde la perspectiva de los politécnicos.Neste texto discutimos a noção de competência no âmbito do ‘Novo’ Ensino Médio e da atual contrarreforma curricular da educação brasileira, tendo em vista as continuidades e descontinuidades do discurso educacional hegemônico nos anos 1990. Examinamos o processo de construção dessa política, desde a crise do governo Dilma Rousseff até o governo Michel Temer instituído pelo golpe midiático-jurídico-parlamentar de 2016, contexto favorável à retomada do ideário neoliberal dos governos Fernando Henrique Cardoso. Analisamos os fundamentos epistemológicos da pedagogia das competências e algumas de suas características contemporâneas, como a exacerbação da dimensão ‘socioemocional’ da formação e a ênfase no empreendedorismo.
