The influence of the Liberal-Dependent Pact and productive restructuring on the definition of public policies for professional education programs in the 1990s

Resumo: This paper aims to address the framing of the political agenda that gave birth to the reform of professional education implemented through Decree 2208 of 1997. For that purpose, it is based on the division brought about by the article “The three cycles of Brazilian society”, by Bresser-Pereira, to justify how the process of building up and implementing public policies for professional education in the country took place. The liberal-dependent pact that prevailed during the 1980s and 1990s in Brazil and the capitalist productive restructuring which brought up the concept of flexibility in labor relations, and production processes, enables the understanding of the interest and influence of international organizations in drawing up public policies in Brazil in this field. The reasons, nature and effects of this policy are addressed here, as well as the directions that professional education has taken with the succession of a new government in 2003.

Para tanto utiliza a divisão trazida pelo artigo “Os três ciclos da sociedade brasileira” de Bresser-Pereira, como base para justificar a forma que o processo de criação e implementação de políticas públicas na área da educação profissional assumiu no país. O pacto liberal- dependente que vigorou durante a década de 1980 e 1990 no Brasil e a reestruturação produtiva capitalista que trouxe o conceito de flexibilidade para as relações de trabalho e para os processos produtivos servem de suporte para entender o interesse e a influência de organismos internacionais na definição das políticas públicas no Brasil, nessa área.
