High School Education integrated into the “Base Nacional Comum Curricular”: reflections on omnilateral and decolonial Spanish Language education

Resumo: This text is the result of discussions promoted in the Conceptual Bases for Technical and Vocational Education and Training. The methodology is characterized as a bibliographical review in which the theoretical contribution is mainly the discussion based on High School Education integrated, on the Base Nacional Comum Curricular - BNCC, in addition to documents that regulate this type of teaching in Brazil, with a focus on teaching additional languages, especially the Spanish language: Curriculum Guidelines for High School, Laws No. 11.161/2005 and No. 13.415/2017. Therefore, this discussion addresses key concepts for the foundation of Integrated Secondary Education, associating them with Decolonial Pedagogy according to the BNCC, as these concepts represent a praxis based on the creation and construction of social, political, cultural conditions of non-hegemonic thought. The analysis reveals the erasure process that, despite the work carried out by the Fica Espanhol Movement and by the Spanish Teachers Associations and by law No. 3.849/19, this language has been suffering since the repeal of Law No. 11.161/2005 by Law No. 13.415/2017, called the Secondary Education Reform Law; otherwise, there is no mention of teaching Spanish at the BNCC.

La metodología tiene características de revisión bibliográfica, en que, el aporte teórico es la discusión sobre la Enseñanza Secundaria Integrada en la Base Nacional Comum Curricular - BNCC, además de documentos que reglamentan esta modalidad de enseñanza en Brasil, con atención especial a aquellos que tratan sobre la enseñanza de lenguas adicionales, sobre todo, el español: Orientações Curriculares para o Ensino Médio - OCEM, Leyes n. 11.161/2005 y n. 13.415/2017. Por lo tanto, este texto aborda conceptos-claves para la fundamentación de la enseñanza secundaria integrada, asociados a la Pedagogía Decolonial a la luz de la BNCC, puesto que, esas concepciones representan una praxis basada en la creación y construcción de nuevas condiciones sociales, políticas, culturales de pensamiento no-hegemónico. El análisis revela el proceso de supresión que, a pesar del trabajo realizado por el movimiento Fica Espanhol y las Asociaciones de Profesores y por el Proyecto de Ley n. 3.849/19, la citada lengua sufrió desde la derogación de la Ley n.11.161/2005 por Ley n. 13.415/2017 denominada Ley de Reforma de la Educación Secundaria; aparte de eso, no se mencionó, en la BNCC, la enseñanza de lengua española.Este texto é resultado das discussões promovidas na disciplina Bases Conceituais para a Educação Profissional e Tecnológica. A metodologia se caracteriza como uma revisão bibliográfica em que o aporte teórico é, principalmente, a discussão pautada no Ensino Médio Integrado, na Base Nacional Comum Curricular - BNCC, além de documentos que regulamentam essa modalidade de ensino no Brasil, com foco no ensino de línguas adicionais, sobretudo, de língua espanhola: Orientações Curriculares para o Ensino Médio - OCEM, leis 11.161/2005 e 13.415/2017. Portanto, a presente discussão aborda conceitos-chave para a fundamentação do Ensino Médio Integrado, associando-os à Pedagogia Decolonial à luz da BNCC, pois estes conceitos representam uma práxis baseada na criação e construção de condições sociais, políticas, culturais de pensamento não hegemônico.
