PUBLIC POLICIES FOR PEOPLE WITH DISABILITIES: EDUCATION AND SOCIAL INCLUSION IN BRAZIL

Summary: | The objective of this article was to revisit the trajectory of national and international public policies that impact the social inclusion of people with disabilities in the 21st century. As a method, bibliographic research and literature review were carried out, identifying the main national and international legal frameworks and presenting the appropriate observations in relation to them, as well as the effective benefits to this demand, highlighting the social movements, in favor of people with disabilities and the participation of bodies such as the National Coordination for the Integration of Persons with Disabilities and the National Council for the Rights of Persons with Disabilities and the Secretariat for Human Rights. It was concluded that people with disabilities have conquered rights that ensure access to goods and services, but they find it difficult to be included in the fields of education and the job market, due to little education, disqualification and resistance on the part of educational institutions and companies that do not are prepared structurally and attitudinally. The academic discourse elucidates barriers to inclusion, prioritizing rights to education, the job market, assistive technology, health care and accessibility, but presents counterpoints to its materialization. |

Como método se realizó una investigación bibliográfica y revisión bibliográfica, identificando los principales marcos jurídicos nacionales e internacionales y presentando las observaciones pertinentes en relación a los mismos, así como los efectivos beneficios a esta demanda, destacando los movimientos sociales, a favor de las personas. con discapacidad y la participación de instancias como la Coordinación Nacional para la Integración de las Personas con Discapacidad y el Consejo Nacional por los Derechos de las Personas con Discapacidad y la Secretaría de Derechos Humanos. Se concluyó que las personas con discapacidad han conquistado derechos que aseguran el acceso a bienes y servicios, pero encuentran dificultad para ser incluidos en los campos de la educación y el mercado laboral, debido a la poca educación, descalificación y resistencia por parte de las instituciones educativas. y empresas que no están preparadas estructural y actitudinalmente. El discurso académico aclara las barreras a la inclusión, priorizando los derechos a la educación, el mercado laboral, la tecnología de asistencia, la salud y la accesibilidad, pero presenta contrapuntos a su materialización.Objetivou-se com esse artigo revisitar a trajetória de políticas públicas em âmbito nacional e internacional que impactam na inclusão social de pessoas com deficiência, no século XXI. Como método foi realizada pesquisa bibliográfica e revisão de literatura narrativa, identificando os principais marcos legais nacionais e internacionais e apresentadas as devidas observações em relação aos mesmos, bem como os efetivos benefícios à essa demanda, destacando sobre os movimentos sociais, em prol das pessoas com deficiência e a participação de órgãos como a Coordenadoria Nacional para Integração de Pessoas com Deficiência e do Conselho Nacional dos Direitos das Pessoas com Deficiência e Secretaria de Direitos Humanos. Concluiu-se que as pessoas com deficiência conquistaram direitos que asseguram acesso a bens e serviços, mas encontram dificuldades de inclusão nos campos da educação e mercado de trabalho, devido à pouca instrução, desqualificação e resistência por parte de instituições de ensino e empresas que não estão preparadas estruturalmente e atitudinalmente.
