The construction of social quality indicators in higher education: The case of the Federal Institutes of Education, Science and Technology

Resumo: | The objective of this investigation is to propose indicators of the social quality of Higher Education in the arrangement of the emerging context of the Federal Institutes of Education, Science and Technology. As methodological strategies we use the qualitative approach supported by documentary research in the investigation of institutional and bibliographic documents in the recognition of the theoretical accumulation of the field of institutional evaluations through the bias of critical studies. The results of the investigation indicate the complex way in which the phenomenon of the social quality of education presents itself in the emerging context of the Federal Institutes of Education, Science and Technology. The construction of the indicators took into account internal and external levels of structural dimensions specific to the institution, namely: Political Dimension, Social Dimension, Institutional Dimension and Pedagogical Dimension. The proposition placed in this investigation shows itself as a possibility of understanding the institutional reality from a look of its processes beyond the standardized metrics and indices, considering also the social quality of education as an element imbricated in the educational policy of the Federal Institutes of Education. Como estrategias metodológicas utilizamos el enfoque cualitativo sustentado en la investigación documental en la investigación de documentos institucionales y bibliográficos en reconocimiento a la acumulación teórica del campo de las evaluaciones institucionales a través del sesgo de los estudios críticos. Los resultados de la investigación señalan la compleja forma en que se presenta el fenómeno de la calidad social de la educación en el contexto emergente de los Institutos Federales de Educación, Ciencia y Tecnología. La construcción de los indicadores tomó en cuenta niveles internos y externos de dimensiones estructurales propias de la institución, a saber: Dimensión Política, Dimensión Social, Dimensión Institucional y Dimensión Pedagógica. La propuesta colocada en esta instigación se muestra como una posibilidad de comprender la realidad institucional desde una mirada de sus procesos más allá de las métricas e índices estandarizados, considerando también la calidad social de la educación como un elemento imbricado a la política educativa de los Institutos Federales Educación, Ciencia. y Tecnología.O objetivo desta investigação está na proposição de indicadores da qualidade social da educação superior no arranjo do contexto emergente dos Institutos Federais de Educação, Ciência e Tecnologia. Como estratégia metodológica, utilizamos da abordagem qualitativa apoiada pela pesquisa documental na investigação dos documentos institucionais e bibliográfica no reconhecimento do acúmulo teórico do campo das avaliações institucionais pelo viés dos estudos críticos. Os resultados da investigação indicam a forma complexa como o fenômeno da qualidade social da educação se apresenta no contexto emergente dos Institutos Federais de Educação, Ciência e Tecnologia. A construção dos indicadores levou em consideração níveis internos e externos de dimensões estruturais próprias da instituição, a saber: Dimensão Política, Dimensão Social, Dimensão Institucional e Dimensão Pedagógica.
