Resumo: The article analyses education plans in Brazil, with a focus on education funding, pointing out the fragility of plans in a society, economy and State not aimed at the common good, aggravated by a systematic non-compliance of laws by the governments themselves. Examples are given of the little reliability of educational statistics and, therefore, the precariousness in the elaboration of diagnosis and evaluation of targets achieved and an analysis is made of proposals of national education plans (NEP) drafted in late 1990’s, in Federal Law nº 10.172, which established the NEP in 2001, and of the Education Development Plan launched by the federal government in 2007. A brief examination is made of the final document issued by the National Conference on Education, held in 2010, and Law nº 13.005, which instituted the new NEP in June 2014, comparing some of its aspects with Bill approved by the Chamber of Deputies in October 2012 and the original Bill, submitted by the Federal government in December 2010.

Apunta la fragilidad de planes en una sociedad, economía, y Estado que no tienen como objetivo el bien común, agravada por el no cumplimiento sistemático de leyes por los propios gobiernos. Registra la poca confiabilidad de las estadísticas educacionales y, por lo tanto, la precariedad en la elaboración de diagnósticos y evaluación de metas obtenidas y analiza las propuestas de planes nacionales de educación formulados en los finales de los años 1990, la Ley nº 10.172, que ha instituido el Plan Nacional en 2001, y del PDE (Plan de Desarrollo de Educación), lanzado por el gobierno federal en 2007. Examina brevemente el documento final de la CONAE (Conferencia Nacional de Educación), de 2010, la Ley nº 13.005, que ha instituido el nuevo Plan en junio de 2014, comparando algunos de sus aspectos con el Proyecto de Ley aprobado por la Cámara de los Deputados y el Proyecto de Ley original, presentado por el gobierno federal en diciembre de 2010.O artigo analisa planos de educação no Brasil, com foco no financiamento. Aponta a fragilidade de planos numa sociedade, economia e Estado que não visam ao bem comum, agravada pelo descumprimento sistemático de leis pelos próprios governos. Registra a pouca confiabilidade das estatísticas educacionais e, portanto, a precariedade na elaboração de diagnósticos e avaliação de metas alcançadas e analisa as propostas de planos nacionais de educação (PNE) formulados no final dos anos 1990, da Lei nº 10.172, que instituiu o PNE em 2001, e do PDE (Plano de Desenvolvimento da Educação), lançado pelo governo federal em 2007.
