Resumo: The article aimed to reflect on the funding of Early Childhood Education in the city of Londrina, Paraná, from 2015 to 2019, based on the assumption that funding is a sine qua non condition for the realization of that right with quality. Based on bibliographic and documentary research, the legal discipline of the right to Early Childhood Education and financing of education in Brazil is reflected, starting with a case study in Londrina city using data from the Information System on Public Budgets in Education (Siope), data from the School Census and data from the Student Quality Cost Simulator Platform (SimCAQ). The results obtained point to a strong participation of the private sector in the expansion of the childcare segment and that the agreement with private institutions is a political option for the municipality, even if it has a good tax capacity.

A partir de una investigación documental, se reflexiona sobre la disciplina jurídica del derecho a la Educación Inicial y la financiación de la educación en Brasil, a partir de un estudio de caso en el municipio de Londrina, utilizando datos del Sistema de Informações sobre Orçamentos Públicos em Educação (Siope), datos del Censo Escolar y de la Plataforma do Simulador de Custo Aluno Qualidade (SimCAQ). Los resultados obtenidos apuntan a una fuerte participación del sector privado en la expansión del segmento de guarderías y muestran que el convenio con instituciones privadas es una opción política del municipio, aunque presente una buena capacidad tributaria.O artigo teve por objetivo refletir sobre o financiamento da Educação Infantil no município de Londrina, Paraná, no período de 2015 a 2019, partindo do pressuposto de que o financiamento é condição sine qua non para a efetivação do direito com qualidade. A partir de pesquisa documental, reflete-se sobre o disciplinamento legal do direito à Educação Infantil e do financiamento da educação no Brasil, partindo para um estudo de caso no município de Londrina utilizando dados do Sistema de Informações sobre Orçamentos Públicos em Educação (Siope), do Censo Escolar e da Plataforma do Simulador de Custo Aluno Qualidade (SimCAQ).
