In Portugal, the Autoridade Nacional da Aviação Civil (ANAC), is the Appropriate Authority for all aviation security matters. ANAC regulates the civil aviation sector and supervises the implementation of security measures. These measures, which centre on risk assessment with a focus on terrorist threats, are founded on European Union legislation and ICAO and ECAC recommendations. Risk assessments also need to be carried out at national level to support the definition and adaptation of these measures to Portugal’s reality. This paper highlights the relevance to its current work of ANAC’s cooperation with the security forces and the regulated civil aviation security sector in Portugal. It suggests that further strengthening this cooperation would fortify the effectiveness and robustness of ANAC’s prevention strategies. Such reinforcement could be achieved by the creation of two working groups: one focused on risk assessment, covering existing measures as well as potential changes and/or the implementation of new measures, in addition to the exchange of information for enhanced background checks; and the other on the effective implementation of those measures in the context of discussions on the needs of and challenges to the aviation security sector.
