In consideration of a changing security environment, the European Union's Global Strategy for Foreign and Security Policy initiated a process of enhanced cooperation in security and defence matters. As a result, EU member states have agreed to step up the Union's work in this area and have recognized the need for greater coordination, greater investment, and more cooperation in developing defense capabilities. This is the main objective of the PESCO as set out in Articles 42.6, 46, and in Protocol 10 of the TEU. Through PESCO, member states increase their effectiveness in addressing security challenges and move towards greater integration and enhanced defense cooperation within the EU framework. Therefore, this dissertation will focus on the PESCO mechanism as an instrument to achieve European defense policy and integration. The main objective is to demonstrate if and how PESCO can be seen as an instrument to achieve European strategic autonomy maintaining cooperative relations. To this end, an expository and demonstrative analysis is used without forgetting the critical component. This analysis is done from an evolutionary perspective until today, going through the essential features, ambitions, successes, and current difficulties. In this way, the analysis identifies the structural, functional, and political challenges that prevent the full potential of a structure of this size from being realized and indicates potential solutions to obtain a more coherent and integrated security and defense policy. This research is of particular importance at a time when security and stability are increasingly topical and central issues in Europe due to attacks on European soil and the changing international landscape. Moreover, the maintenance of security in international relations reveals a solid and inextricable interdependence and consequent intra-state and inter-organizational cooperation, which consists in the impossibility for a state or international organization to ensure its security alone.
