Resumo: In consideration of a changing security environment, the European Union's Global Strategy for Foreign and Security Policy initiated a process of enhanced cooperation in security and defence matters. As a result, EU member states have agreed to step up the Union's work in this area and have recognized the need for greater coordination, greater investment, and more cooperation in developing defense capabilities. This is the main objective of the PESCO as set out in Articles 42.6, 46, and in Protocol 10 of the TEU. Through PESCO, member states increase their effectiveness in addressing security challenges and move towards greater integration and enhanced defense cooperation within the EU framework. Therefore, this dissertation will focus on the PESCO mechanism as an instrument to achieve European defense policy and integration. The main objective is to demonstrate if and how PESCO can be seen as an instrument to achieve European strategic autonomy maintaining cooperative relations. To this end, an expository and demonstrative analysis is used without forgetting the critical component. This analysis is done from an evolutionary perspective until today, going through the essential features, ambitions, successes, and current difficulties. In this way, the analysis identifies the structural, functional, and political challenges that prevent the full potential of a structure of this size from being realized and indicates potential solutions to obtain a more coherent and integrated security and defense policy. This research is of particular importance at a time when security and stability are increasingly topical and central issues in Europe due to attacks on European soil and the changing international landscape. Moreover, the maintenance of security in international relations reveals a solid and inextricable interdependence and consequent intra-state and inter-organizational cooperation, which consists in the impossibility for a state or international organization to ensure its security alone.

Os Estados-Membros da UE concordaram em intensificar o trabalho da União nesta área e reconheceram a necessidade de uma maior coordenação, maior investimento e mais cooperação no desenvolvimento das capacidades de defesa. Este é o principal objetivo da PESCO, tal como disposto nos artigos 42.º, n.º 6 e 46.º, bem como no Protocolo n.º 10 do TUE. Através da PESCO, os Estados-Membros aumentam a sua eficácia na abordagem aos desafios de segurança e avançam no sentido de uma maior integração e reforço da cooperação em matéria de defesa no quadro da UE. A presente dissertação irá, então, incidir sobre o mecanismo da PESCO, enquanto instrumento de concretização da política de defesa e integração europeias. O principal objetivo é demonstrar se e de que forma poderá a PESCO ser encarada como um instrumento ao alcance da autonomia estratégica europeia, sem prejuízo, porém, do estabelecimento de relações de cooperação. Para tal, recorre-se a uma análise expositiva e demonstrativa, sem esquecer a componente crítica. Esta análise faz-se numa perspetiva evolutiva até à atualidade, passando-se pelos traços essenciais, ambições, sucessos e dificuldades atuais. Desta forma, a análise permite não só identificar quais os desafios estruturais, funcionais e políticos que impedem a fruição de todo o potencial de uma estrutura desta dimensão, mas também indicar potenciais soluções, de forma a obter uma política de segurança e defesa mais coerente e integrada. Esta investigação reveste-se de especial importância, numa altura em que a segurança e a estabilidade são temas cada vez mais atuais e centrais na Europa, em virtude dos ataques ocorridos em solo europeu e da mudança do panorama internacional.
