Resumo: | This article performs a documentary analysis, with a post-structuralist nature, on certain discourses that enabled the emergence of public policies around the education of people with disabilities. The legislation and the set of files (audiovisual) that promoted it are analyzed, as well as the laws and promotions of meaning are problematized from the historical perspective promoted in the works of Michel Foucault, breaking its historiographical character by seeking to highlight discontinuities and the power games that constitute the conditions for the birth of new social practices of inclusion. Furthermore, this study seeks to promote a discussion about national public policies, their techniques and operating strategies. Through the analysis of such policies, it is observed that the subject of inclusion is seen as outside the normality line, and is understood as if the difference was not something intrinsic to the education process. |

Se analiza la legislación y el conjunto de expedientes que la promovieron, así como las leyes y promociones de sentido se problematizan desde la perspectiva histórica promovida en la obra de Michel Foucault, rompiendo su carácter historiográfico al buscar resaltar las discontinuidades y juegos de fuerza. que constituyen las condiciones para el nacimiento de nuevas prácticas sociales de inclusión. Además, este estudio busca promover una discusión sobre las políticas públicas nacionales, sus técnicas y estrategias operativas. A través del análisis de dichas políticas, se observa que el tema de la inclusión se percibe como fuera de la línea de normalidad, y se entiende como si la diferencia no fuera algo intrínseco al proceso educativo.O presente artigo realiza uma análise documental, de cunho pós-estruturalista, sobre determinados discursos que possibilitaram a emergência de políticas públicas em torno da educação de pessoas com deficiência. Analisa-se a legislação e o conjunto de arquivos que a promoveu, bem como são problematizadas as leis e as promoções de sentido partindo da perspectiva histórica promovida nas obras de Michel Foucault, quebrando o seu caráter historiográfico ao buscar evidenciar as descontinuidades e os jogos de força que constituem as condições para o nascimento de novas práticas sociais de inclusão. Ademais, tal estudo busca promover uma discussão a respeito das políticas públicas nacionais, suas técnicas e estratégias de funcionamento. Para tanto realizou-se uma busca documental por registros históricos e em políticas públicas nacionais.
