Financing youth and adult education in the State of Pará – historical challenges

Resumo: The article deals with the Financing of Youth and Adult Education in the state education network of Pará, inquiring whether the inclusion of EJA enrollments in Fundeb represented advances in access to school by young people and adults who did not have this right assured at the appropriate age. It discusses the contradictions and possibilities for advances in EJA, based on an analysis of the local educational policy, considering specific actions for EJA and the amount of resources made available to finance this teaching modality. The investigation was theoretically guided by parameters of Historical-dialectical Materialism, among which the categories of totality, mediation and contradiction. Empirically, the goals, objectives and strategies for EJA, established in the State Education Plans were used to compare them with educational statistics referring to enrollments, the number of schools, classes and teachers working in EJA and revenues, expenses and yearly student spending. It was found that, despite goals 8, 9 and 10 of the State Education Plan of Pará (2015) establishing an increase in the education of the population aged 18 to 29 years, the reduction in educational indicators was accentuated in the period from 2007 to 2019. It was concluded that, although enrollments in Youth and Adult Education have been incorporated from 2007 to Fundeb, for the purpose of redistributing resources, there has been a setback in guaranteeing the right of access to education for this population. Thus, the resumption of the process of advancing this right to young people and adults requires, among many other challenges, the development of aggressive financing policies for this type of education.

Discute las contradicciones y posibilidades de avance de la EJA, a partir de un análisis de la política educativa local, considerando acciones específicas para la EJA y la cantidad de recursos disponibles para financiar esta modalidad de enseñanza. La investigación se orientó teóricamente por algunos parámetros del Materialismo Histórico-dialéctico, entre los que destacan las categorías de totalidad, mediación y contradicción. Empíricamente, se utilizaron las metas, objetivos y estrategias de la EJA, establecidos en los Planes Estatales de Educación, para compararlos con las estadísticas educativas referidas a matrículas, número de escuelas, clases y docentes que laboran en la EJA e ingresos, gastos y gasto estudiantil anual. Se constató que, a pesar de las metas 8, 9 y 10 del Plan Estatal de Educación de Pará (2015) que establecen un aumento en la educación de la población de 18 a 29 años, la reducción de los indicadores educativos se acentuó en el período de 2007 a 2019. Se concluyó que, si bien las matrículas de Educación de Jóvenes y Adultos se han incorporado desde el año 2007 a la Fundeb, con el propósito de redistribuir recursos, se ha producido un retroceso en la garantía del derecho de acceso a la educación de esta población. Así, la reanudación del proceso de avance de este derecho a jóvenes y adultos requiere, entre muchos otros desafíos, el desarrollo de políticas de financiamiento agresivas para este tipo de educación.Este artigo versa sobre o financiamento da educação de jovens e adultos na rede estadual de ensino do Pará, inquirindo se a inclusão das matrículas de EJA no Fundeb representou avanços no acesso à escola pelos jovens e adultos que não tiveram esse direito assegurado na idade adequada. São discutidas as contradições e possibilidades de avanços na EJA, a partir de uma análise da política educacional local, considerando ações específicas à EJA e o montante de recursos disponibilizado para financiar essa modalidade de ensino. A investigação orientou-se teoricamente em parâmetros do Materialismo Histórico-dialético, dentre os quais as categorias de totalidade, mediação e contradição. Empiricamente recorreu-se às metas, aos objetivos e estratégias para a EJA, estabelecidos nos Planos Estaduais de Educação para cotejá-los às estatísticas educacionais, referentes às matrículas, ao quantitativo de escolas, de turmas e de docentes com atuação em EJA e às receitas, despesas e ao gasto-aluno ano. Constatou-se que, apesar das metas 8, 9 e 10 do Plano Estadual de Educação do Pará (2015) estabelecerem aumento da escolaridade da população de 18 a 29 anos, a redução dos indicadores educacionais foram acentuadas, no período de 2007 a 2019. Concluiu-se que, embora as matrículas de Educação de Jovens e Adultos tenham sido incorporadas a partir de 2007 ao Fundeb, para fins de redistribuição dos recursos, houve retrocesso na garantia do direito de acesso à educação por essa população.
