Brazil and Paraguay: border specificity in pedagogical practices and current legislation

Resumo: In this article, education in a border region is analyzed, with a special focus on the geographic context of Ponta Porã, Mato Grosso do Sul, Brazil, and Pedro Juan Caballero, Paraguay. The main objective was to investigate how the challenges, resulting from the cultural diversity that characterizes this geographic space, are addressed in official documents of the Brazilian education and whether such documents guarantee due attention to the particularities of education in the border regions of Brazil and Paraguay. To this end, the research question was: Do official documents guarantee compliance with the specificities present in border education between Brazil and Paraguay? The work was divided into three sections. In the first, the concept of border and the local reality of the research region are addressed. In the second, information about regionalism in official documents is provided. In the final section, two pedagogical proposals from state schools in Ponta Porã are analyzed, in order to verify whether they contain records related to the border reality of the region. It became evident from the study carried out that the official documents that govern the Brazilian education, at all government levels, need to consider, in their writing, regionalism and the specificities of each region, or, even, ensure that states and municipalities deal in its regulations its particularities. This implies ensuring that state and municipal regulations reflect their own realities, representing a call for responsibility on the part of states and municipalities in developing education policies aligned with their specific needs. Official documents.  En este artículo, se analiza la educación en la región de frontera, con foco especial en el contexto geográfico de Ponta Porã, Mato Grosso do Sul, Brasil, y Pedro Juan Caballero, Paraguay. El objetivo principal fue investigar de qué forma los desafíos, resultantes de la diversidad cultural que caracteriza ese espacio geográfico, son tratados en los documentos oficiales de la educación brasileña y si tales documentos garantizan la atención debida a las particularidades de la educación en las regiones fronterizas de Brasil con Paraguay. Para ello, se tuvo como cuestionamento de investigación: ¿los documentos oficiales garantizan atención a las especificidades presentes en la educación fronteriza de Brasil con Paraguay? El trabajo fue dividido en tres secciones. En la primera, se abordan el concepto de frontera y la realidad local de la región de investigación. En la segunda, se traen informaciones sobre el regionalismo en documentos oficiales. En la sección final, se realiza el análisis de dos propuestas pedagógicas de escuelas estatales en Ponta Porã, con la finalidad de verificar si contienen registros relacionados a la realidad fronteriza de la región. Quedó evidente con el estudio realizado que los documentos oficiales que rigen la educación brasileña, en todos los niveles gubernamentales, necesitan contemplar, en su redacción, el regionalismo y las especificidades de cada región, o, aún, asegurar que estados y municipios traten, en sus normativas, de sus particularidades. Eso implica garantizar que las normativas estatales y municipales reflejen sus propias realidades, representando un llamado a la responsabilidad de los estados y municipios en la elaboración de políticas educativas alineadas con sus necesidades específicas. Ficou evidente com o estudo realizado que os documentos oficiais que regem a educação brasileira, em todos os níveis governamentais, necessitam contemplar, em sua redação, o regionalismo e as especificidades de cada região, ou, ainda, assegurar que estados e municípios tratem, em suas normativas, de suas particularidades.
