Curriculum policies for basic education and the education of portuguese language teachers: an integrative approach

Resumo: Our objective in this text is to analyze, descriptively and normatively, the curricular integration project between BNCC and BNC-Formação regarding the Portuguese Language discipline, highlighting the importance of the university's involvement in the planning, implementation and evaluation of educational policies.  The analysis methodology is inspired by Dunn's (2018) integrative proposal, according to which policy analysis is done through the articulation of different disciplines and methods that allow explaining the processes of prescribing, forecasting, monitoring and evaluating policies. The analyzes showed that the current curricular guidelines do not annul university autonomy in the elaboration of course projects but establish new parameters for the exercise of this autonomy, aiming at the elaboration of curricula effectively committed to public interests.

La metodología de análisis está inspirada en la propuesta integradora de Dunn (2018), según la cual el análisis de políticas se realiza a través de la articulación de diferentes disciplinas y métodos que permiten explicar los procesos de prescripción, previsión, seguimiento y evaluación de políticas. Los análisis mostraron que las directrices curriculares vigentes no anulan la autonomía universitaria en la elaboración de proyectos de curso, pero establecen nuevos parámetros para el ejercicio de esa autonomía, visando la elaboración de currículos efectivamente comprometidos con los intereses públicos.Nosso objetivo, neste texto, consiste em analisar, descritiva e normativamente, o projeto de integração curricular entre a BNCC e a BNC-Formação no tocante à disciplina Língua Portuguesa, destacando a importância do envolvimento da universidade no planejamento, implementação e avaliação das políticas educacionais. A metodologia de análise se inspira na proposta integrativa de Dunn (2018), segundo a qual a análise política se faz por meio da articulação de diferentes disciplinas e métodos que permitam explicar os processos de prescrição, previsão, monitoramento e avaliação das políticas.
