Resumo: This work is focused on the analysis of business processes in public organizations, based on the mapping of activities and the modeling of business processes using the BPMN method, standard notation for BPM process modeling, with the purpose of identifying limitations and proposing the appropriate solution, when possible. This study is justified by the continuous search for improvement of processes in Public Administration, with an emphasis on simplifying and reducing the bureaucracy of the processes inherent in the services offered to students by ETUFOR. This also explains the interest of this author, since he is an official in the form of a position in committee in the Institution for more than 14 (fourteen) years. The objectives sought were to verify the improvements that could come from the analysis of the internal processes inherent to the student identification of the city of Fortaleza, through the adoption of the BPMN method, needing to analyze and map some of the current processes, validate them, identify limitations and suggest solutions. A bibliographic and documentary review was done on the subject, the business processes were identified, categorized and two were selected, due to their relevance. It was followed for the mapping, modeling and validation of the models made. A questionnaire was applied to the employees of the Institution and the data collected were consolidated. The research was carried out in the months of April and June of the current year. It was a case study with a descriptive nature, qualitative approach and data collection by participant observation. Interpreting the results, we verified certain limitations based on activities with excess documentation, duplicity of records and operational bottlenecks. The solution was to reduce bureaucracy by eliminating the requirement of a document and changing processes to eliminate bottlenecks, as possible. The benefits obtained with the effectiveness of the suggestions would be the gain of time, optimization of the efforts applied by the participants and opportunity for better use of these resources. The general and specific objectives were thus achieved. New work on this topic and other correlates are very pertinent, given the diversity of identified business processes.

New work on this topic and other correlates are very pertinent, given the diversity of identified business processes.Este trabalho concentra-se na análise dos processos de negócio em organizações públicas, baseando-se no mapeamento das atividades e na modelagem dos processos de negócio com uso do método BPMN, notação padrão para modelagem de processos do BPM, com a finalidade de identificar limitações e propor as devidas soluções, quando possível. Este estudo justifica-se pela necessidade de busca incessante da melhora dos processos na Administração Pública, com ênfase na simplificação e na desburocratização dos processos inerentes aos serviços ofertados aos estudantes pela ETUFOR. Os objetivos almejados consistiram em verificar as melhorias que poderiam advir da análise crítica dos processos internos inerentes à identificação estudantil do município de Fortaleza, por meio da adoção do método BPMN, precisando-se, para tanto, analisar e mapear alguns dos processos vigentes, validá-los, identificar limitações e sugerir soluções. Fez-se uma revisão bibliográfica e documental sobre o tema, os processos de negócio foram identificados, categorizados e dois deles foram selecionados, em virtude de sua relevância. Seguiu-se para o mapeamento, modelagem e validação dos modelos feitos. Aplicou-se um questionário aos funcionários da Instituição sobre os processos investigados e os dados levantados foram consolidados. A pesquisa ocorreu nos meses de abril e junho de 2018, tratouse de um estudo de caso com natureza descritiva, abordagem qualitativa e coleta de dados por observação participante. Interpretados os resultados, foram verificadas determinadas limitações baseadas em atividades com excesso de documentação, duplicidade de registros e gargalos operacionais. Propôs-se como solução a redução da burocracia com a eliminação da obrigatoriedade de um documento e a modificação dos processos para eliminação dos gargalos, conforme fosse possível. Os benefícios obtidos com a efetivação das sugestões seriam o ganho de tempo, otimização dos esforços aplicados pelos participantes e oportunidade para melhor uso desses recursos. Os objetivos geral e específicos foram assim alcançados.
