THE FINANCING OF PUBLIC PRIMARY EDUCATION IN THE MUNICIPAL CONTEXT

Resumo: | In Brazil, the right to basic education is guaranteed by the Constitution of the Republic of 1988 and covers the teaching of children and young people from 4 (four) to 17 (seventeen) years of age. It is up to the municipalities to act, as a priority, in elementary and early childhood education, directing their actions towards meeting the goals of their Municipal Education Plan (PME), which must be in line with the National Education Plan (PNE). To guarantee the fulfillment of its duties, it was established that it was mandatory to earmark revenues from its own collection and constitutional and legal transfers intended for the execution of expenses with basic education. From the documental analysis of the Summarized Reports of Budget Execution of the municipality of Santarém, Pará, from the period 2015 to 2022, it was identified that, of the realized revenues, the transfers correspond to 70% of the budget in relation to the own collection. Concerning those destined to municipal education, the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (FUNDEB) represents 75%. This demonstrates the importance of intergovernmental transfers and the fund for the development of public education in Santarém. This article aims to identify how the municipal educational budget was organized since the approval of the PME, in 2015, until 2022, to demonstrate how its composition evolved during this period, contributing to the knowledge of the educational budget, by better social follow-up and policy planning. |

Para garantizar el cumplimiento de sus funciones, se estableció que era obligatorio destinar ingresos de su propia recaudación y transferencias constitucionales y legales destinados a la ejecución de gastos con educación básica. Del análisis documental de los Informes Resumidos de Ejecución Presupuestaria del municipio de Santarém, Pará, del período 2015 a 2022, se identificó que, de los ingresos realizados, las transferencias corresponden al 70% del presupuesto con relación a la propia recopilación. De los destinados a la educación municipal, el Fondo para el Mantenimiento y Desarrollo de la Educación Básica y la Valorización de los Profesionales de la Educación (FUNDEB) representa el 75%. Esto demuestra la importancia de las transferencias intergubernamentales y del fondo para el desarrollo de la educación pública en Santarém. Este artículo tiene como objetivo identificar cómo se organizó el presupuesto educativo municipal de Santarém desde la aprobación del PME, en 2015, hasta 2022, con el fin de demostrar cómo evolucionó su composición durante este período, contribuyendo al conocimiento del presupuesto educativo, por mejores resultados sociales. seguimiento y planificación de políticas.No Brasil, o direito à educação básica é assegurado pela Constituição da República de 1988 e abarca o ensino de crianças e jovens dos 4 (quatro) aos 17 (dezessete) anos de idade, correspondendo à educação infantil, ao ensino fundamental e ao ensino médio. Aos municípios cabe atuar, prioritariamente, no ensino fundamental e na educação infantil, direcionando suas ações ao cumprimento das metas de seu Plano Municipal de Educação (PME), que deve estar em consonância com o Plano Nacional de Educação (PNE). Para garantir a realização dos seus deveres, foi estabelecida a obrigatoriedade de vinculação de receitas de arrecadação própria e transferências constitucionais e legais destinadas à execução de despesas com a educação básica. A partir da análise documental dos Relatórios Resumidos de Execução Orçamentária do município de Santarém-Pará, do período de 2015 a 2022, foi identificado que, das receitas realizadas, as transferências correspondem a 70% do orçamento em relação à arrecadação própria. Concernente àquelas destinadas à educação municipal, o Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB) representa 75%. Isso demonstra a importância das transferências intergovernamentais e do fundo para o desenvolvimento do ensino público de Santarém.
