Competence Management: a paradigm for managerial decision-making in public administration

Resumo: | The organizational scenario driven by the current social situation is governed by a system of rules that prioritize the people capable of assimilating the importance of knowledge. It is because of this reality that the Competence Management becomes part of the strategic planning of organizations that are concerned with considering in their processes the development of individuals. The general objective of the study was to analyze the importance of Competence Management in public organizations, based on the 360 degree evaluation model and the technical, conceptual and attitudinal skills. The methodology used was exploratory, with the use of the bibliographic research technique. Thus, based on the theoretical analyzes, it can be verified that the optimization of the public service begins to occur from the moment in which the institution adapts the behaviours and feelings of the people to its management policy. Such alignment can be promoted by programs and strategies that are focused on the development and effective applicability of Competence Management through a growing evaluation system. |

É por essa realidade que a Gestão por Competências passa a fazer parte do planejamento estratégico das organizações que se preocupam em considerar em seus processos o desenvolvimento dos indivíduos. O objetivo geral do estudo foi analisar a importância da Gestão por Competências nas organizações públicas, baseando-se no modelo de avaliação 360 Graus e nas habilidades técnicas, conceituais e atitudinais. A metodologia utilizada teve caráter exploratório, com a utilização da técnica de pesquisa bibliográfica. Sendo assim, com base nas análises teóricas, pode-se verificar que a otimização do serviço público começa a ocorrer a partir do momento em que a instituição adequa os comportamentos e sentimentos das pessoas à sua política de gestão.
