EJA IN TERESINA (PI): CONTRADICTIONS BETWEEN THE LAW AND THE EFFECTIVENESS OF THE OFFER

Resumo: This article aims to analyze the contradictions between the proclamation of the right to Youth and Adult Education(EJA) and the materialization of the offer in the Municipality of Teresina (Capital of Piauí). The research, with a quantoqualitative and documentary approach, is based on the legal frameworks that guide education policies for young people and adults in Brazil and in the state of Piauí and Teresina municipal networks, on socioeconomic and educational data produced by official research bodies and in the bibliographical productions on public policies for the realization of the right to EJA. The results indicate the predominance of supply in the state network and the existence of 226,296 people aged 15 or more without elementary education and outside the educational system in the Municipality of Teresina, showing that the right to education, proclaimed in national and state legislation and municipal , does not reach contingents influenced by the population of Teresina. The inclusion of EJA in FUNDEB did not stimulate the growth of enrollments as expected, for the time being, in EJA Elementary Education, there was a significant drop in attendance, while, in Secondary Education, there was a significant increase in the number of enrollments of 2006 a 2019. It is concluded that, although the right to Youth and Adult Education is guaranteed in the educational legislation, there are obvious contradictions in the offer, making it impossible for those who have historically had this right denied access to education, demanding more efforts from the public power for the improvement of the conditions of service.

La investigación, con abordaje cuantitativo-cualitativo y documental, se basa en los marcos legales que orientan las políticas de educación de jóvenes y adultos en Brasil y en las redes estatal de Piauí y municipal de Teresina, en datos socioeconómicos y educacionales producidos por órganos oficiales de investigación y en las producciones bibliográficas sobre políticas públicas para la efectuación del derecho a EJA. Los resultados indican el predominio de la oferta en la red estatal y la existencia de 226.296 personas de 15 años o más sin enseñanza primaria y fuera del sistema educativo en el Municipio de Teresina, evidenciando que el derecho a la educación, proclamado en la legislación de ámbito nacional, estatal y municipal, no alcanza a contingentes significativos de la población de Teresina. La inclusión de EJA en FUNDEB no estimuló el crecimiento de matrículas como se esperaba, así que en EJA Enseñanza Primaria se ha presenciado una caída importante en la asistencia, mientras que en Enseñanza Secundaria hubo un aumento expresivo en el número de matrículas del 2006 al 2019. Se concluye que, aunque el derecho a la Educación de Jóvenes y Adultos sea garantizado en la legislación educativa, existen contradicciones evidentes en la oferta, imposibilitando el acceso a la educación a quienes tuvieron, históricamente, este derecho negado, demandando más esfuerzos del poder público para la ampliación y mejora de las condiciones del servicio.   Este artigo tem por objetivo analisar as contradições entre a proclamação do direito à Educação de Jovens e Adultos e a materialização da oferta no Município de Teresina (Piauí). A pesquisa, de abordagem quantoqualitativa e cunho documental, baseia-se nos marcos legais que orientam as políticas de educação para jovens e adultos no Brasil e nas redes estadual do Piauí e municipal de Teresina, nos dados socioeconômicos e educacionais produzidos por órgãos oficiais de pesquisa e nas produções bibliográficas sobre políticas públicas para efetivação do direito à EJA. Os resultados indicam a predominância da oferta na rede estadual e a existência de 226.296 pessoas de 15 anos ou mais sem o ensino fundamental e fora do sistema educacional no Município de Teresina, evidenciando que o direito à educação, proclamado na legislação de âmbito nacional, estadual e municipal, não atinge contingentes significativos da população teresinense. A inclusão da EJA no FUNDEB não estimulou o crescimento das matrículas conforme se esperava, porquanto, na EJA Ensino Fundamental, se assistiu a uma queda significativa no atendimento, ao passo que, no Ensino Médio, ocorreu um aumento expressivo no número de matrículas de 2006 a 2019.
