The objective of this research is to examine whether Law # 13,467/2017 (“Labor Reform Law”), after almost five years of enforcement, fulfilled its promise to generate jobs in Brazil. To this end, the contents and impacts of the experiences of similar legislative reforms in Spain and Mexico will first be presented. Then, the main economic and labor market data will be systematized, which together shape the profile of the pre-reform Brazilian employability. The main changes brought about by the reform law will then be described, followed by a presentation of economic and employability indicators in Brazil after the implementation of the reform law, finally considering the legislative measures adopted at the time of the health and economic crises caused by the COVID-19 pandemic. The study uses historical, bibliographical, and statistical methodologies to demonstrate the impertinence of the association between the Brazilian Labor Reform Law and the creation of jobs, as well as the purpose of maintaining employment and income with the legislative measures that deepen the reformist impetus.
