A survey on knowledge production in financing early childhood education

Resumo: This article is part of a post-doctoral internship study and aims to inventory the scientific production on the financing of early childhood education (EI), in Brazil, between 1989 to 2019, considering aspects that indicate the research trajectory and the main topics investigated. It is a bibliographic and documentary research that brought together theses, dissertations, books, book chapters and articles. Capes' Theses and Dissertations Bank, the SciELO Platform, Google Scholar, the Fineduca magazine and the Lattes curriculum of researchers from the Fineduca network were used as data source. It is concluded that studies on EI financing have increased from the context of transition from Fundef to Fundeb, mainly in the post Fundeb, but it is still incipient with only 8 thesis papers, which suggests that the research field needs to consolidate. The thematic axes with the highest number of publications were: EI financing policy and expansion of service; EI Financing and the public-private relationship anstudies on EI Financing and Fund Policies. It is hoped that the present study can contribute with an overview of the production on the theme, point out aspects little explored, assist the work of future researchers, as well as promote the strengthening of studies on the targeting of public resources for EI.

Se trata de una investigación bibliográfica y documental que reunió tesis, disertaciones, libros, capítulos de libros y artículos. Como fuente de datos se utilizó el Banco de Tesis y Disertaciones de Capes, la Plataforma SciELO, Google Scholar, la revista Fineduca y el currículum Lattes de investigadores de la red Fineduca. Se concluye que los estudios sobre financiamiento de la IE se han incrementado desde el contexto de transición de Fundef a Fundeb, principalmente en el post Fundeb, pero aún es incipiente con solo 8 trabajos de tesis, lo que sugiere que el campo de investigación necesita consolidarse. Los ejes temáticos con mayor número de publicaciones fueron: política de financiación de la IE y expansión del servicio; Financiamiento de la IE y la relación público-privada y estudios sobre Financiamiento de la IE y Políticas de Fondos. Se espera que el presente estudio pueda contribuir con un panorama de la producción sobre el tema, señalar aspectos poco explorados, ayudar al trabajo de futuros investigadores, así como promover el fortalecimiento de estudios sobre la focalización de recursos públicos para la IE.O presente artigo é parte de um estudo de estágio pós-doutoral e tem como objetivo inventariar a produção científica sobre o financiamento da educação infantil (EI), no Brasil, entre os anos de 1989 a 2019, considerando aspectos que indiquem a trajetória das pesquisas e os principais temas investigados. Trata-se de uma pesquisa bibliográfica e documental que reuniu teses, dissertações, livros, capítulos de livros e artigos. Utilizou-se como fonte de dados o Banco de Teses e Dissertações da Capes, a Plataforma SciELO, Google Scholar, a revista da Fineduca e o currículo Lattes dos pesquisadores da rede Fineduca. Conclui-se que os estudos sobre o financiamento da EI têm aumentado a partir do contexto de transição do Fundef para o Fundeb, principalmente, no pós Fundeb, mas ainda é incipiente com apenas 8 trabalhos de teses, o que sugere que o campo da pesquisa precisa se consolidar. Os eixos temáticos com maior número de publicação foram: Política de financiamento da EI e expansão do atendimento; Financiamento da EI e a relação público-privado e os estudos sobre Financiamento da EI e as Políticas de Fundo.
