Basic and Secondary Education in Portugal: expansion and financing in the last decades

Resumo: This article presents the evolution of indicators relating to Basic and Secondary Education in the last decades, particularly in the context of the expansion and financing of the system. In Portugal, the history of free, universal and compulsory education goes hand in hand with the Democratic Revolution of April 25, 1974, as the data take this date into account, whenever available. The article presents the evolution of some indicators related to students and its performance and the financing of the system, as well as the sources and range of public funding during compulsory schooling. Data analysis shows, on the one hand, a process of expansion of education resulting from the universalization of access to education, after 1974; on the other, the continuity of situations of inequality in access to education, despite this universality. Finally, it is concluded that the financing model used does not guarantee equity.

En Portugal, la historia de la educación primaria y media, gratuita, universal e obligatoria se remonta a la Revolución Democrática del 25 de abril de 1974, por lo que se presentan datos que tienen en cuenta esa fecha, siempre que existan. El artículo presenta la evolución de indicadores relacionados con la población escolar y su desempeño y el financiamiento del sistema, así como el las fuentes y el alcance de la financiación pública durante el período de enseñanza obligatoria. El análisis de los datos muestra, por un lado, un proceso de expansión de la educación con la democratización del acceso a la educación, posterior a 1974; por otro lado, la continuidad de desigualdades en el acceso a la educación, a pesar de esta universalidad; finalmente, se concluye que el modelo de financiación utilizado no garantiza la equidad.Neste artigo apresenta-se a evolução de indicadores relativos ao Ensino Básico e Secundário nas últimas décadas, nomeadamente no quadro da expansão e financiamento do sistema. Em Portugal, a história do ensino básico e secundário, gratuito, universal e obrigatório remete-nos para a Revolução Democrática de 25 de Abril de 1974, pelo que os dados têm em conta essa data, sempre que existentes. No artigo, apresenta-se a evolução de alguns indicadores relativos à população escolar e seu desempenho e ao financiamento do sistema, bem como às fontes e a abrangência do financiamento público no período da escolaridade obrigatória.
