Beyond the Access: the right to quality early childhood education and care (ECEC) requires proper financing

Resumo: The article aims to highlight the dependence of the guarantee of the right to quality Early Childhood Education and Care (ECEC) on adequate funding. The effective funding policy until 2006 did not contemplate the first stage of basic education, which integrated the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals, from 2007. Despite this integration, researches indicate that the per capita nursery school is not enough to finance the necessary inputs for its operation, maintaining historical inequalities in terms of access and quality. In 2020, a permanent Fund was approved, which signals a gradual recovery of the student-year value, essential for covering the indispensable inputs for the effectiveness of the dimensions and quality criteria defined in normative documents and consensus in the literature. It is understood that political influence in the process of regulation and implementation of this Fund remains necessary and can contribute to guaranteeing access, quality and equity.

La política de fondos vigente hasta 2006 no incluía la primera etapa de la educación primaria, que integraba el Fondo para el Mantenimiento y Desarrollo de la Educación Primaria y la Valoración de la Educación Profesional a partir de 2007. A pesar de esta integración, los estudios muestran que el per cápita de las guarderías no es suficiente para financiar los insumos necesarios para su funcionamiento, manteniendo las desigualdades históricas en términos de acceso y calidad. En 2020, se aprobó un Fondo permanente que señala una recuperación gradual del valor por alumno y año, esencial para la cobertura de los insumos necesarios para la implementación de las dimensiones y criterios de calidad definidos en los documentos normativos y acordados en la literatura. Se entiende que la incidencia política en el proceso de regulación y aplicación de este Fondo puede contribuir a garantizar el acceso, la calidad y la equidad.O artigo objetiva evidenciar a interdependência entre a garantia do direito à Educação Infantil com qualidade e um financiamento adequado, utilizando-se de revisão da literatura e análise documental. A política de fundos vigente até 2006 não contemplou a primeira etapa da educação básica, a qual integrou o Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação a partir de 2007. Apesar dessa integração, estudos apontam que o per capita da creche não é suficiente para financiar os insumos necessários para seu funcionamento, mantendo desigualdades históricas em termos de acesso e de qualidade. Em 2020, aprovou-se um Fundo permanente, que sinaliza para uma gradual recuperação do valor aluno ano, essencial para a cobertura dos insumos indispensáveis à efetivação das dimensões e critérios de qualidade definidos em documentos normativos e consensuados na literatura.
