Deaf people and bilingual education in times of pandemic: the enunciation of teachers in analysis

Resumo: In this study, we propose an analysis of the linguistic policy context for the deaf and the place of the professor, reflecting on the institutional linguistic actions and the daily practices of translation and interpretation for Libras in Brazil in pandemic times. Based on the dialogical perspective of Bakhtin's discourse and the circle (2010, 2016), we used research qualitative. This research has the virtual ethnographic character proposed in Hine's perspectives (2009, 2015). For this, we selected textual and visual documents in order to describe, analyze and compare them. We found that, despite the policy in Brazil guaranteeing access to information in Libras and remote teaching, it actually happens through translation from the deaf and interpreter communities. This fact opens wide the social inequalities, mainly the linguistic ones, considering that the prevention to Covid-19. From these findings, we conclude that the inequalities are minimized by the action of professor and translators and interpreters of Portuguese-Brasilian Sign Language, hearing and deaf people, who together develop a bottom-up linguistic policy.

Basándose en la perspectiva dialógica del discurso del Círculo de Bajtín (2010, 2016), se utilizó la investigación cualitativa, de carácter etnográfico virtual (Hine, 2009, 2015), partiendo de la selección de documentos textuales y visuales para descripción, análisis y comparación. El estudio develó que la política lingüística en el país, pesar de existir, no garantiza la aplicación institucional para el acceso a la información en Libras en la educación virtual, se no por el empeño de las comunidades de Sordos y interpretes de Lengua de señas. Considerando la necesidad de prevención del Covid-19, este hecho muestra la continuidad y la gravedad de las desigualdades sociales y, en especial, de las desigualdades lingüísticas. Se encuentran ausencia del Estado para las acciones comunicativa, siendo estas asumidas por parte de la comunidades de Sordos, profesores y traductores e intérpretes de Libras-Portugués oyentes y sordos, que unidos desarrollan una política lingüística desde la base.Neste estudo, propõe-se uma análise do contexto da política linguística para surdos e o lugar do professor, refletindo sobre as ações linguísticas institucionais e as práticas cotidianas de ensino de e em Libras no Brasil em período de pandemia. Pautadas na perspectiva dialógica do discurso de Bakhtin e do círculo (2006, 2008), utilizamos a pesquisa qualitativa. Esta pesquisa tem o caráter etnográfico virtual proposto nas perspectivas de Hine (2009, 2015). Para tanto, selecionamos documentos textuais e visuais no intuito de descrevê-los, analisá-los e compará-los. Constatamos que, apesar da política no Brasil garantir o acesso às informações em Libras e à educação remota, isso ocorre de fato pela via da ação proveniente das comunidades de surdos e de intérpretes. Esse fato escancara as desigualdades sociais, principalmente a linguística, em período de distanciamento social.
