Pandemic, meatpacking labor and culture of rights

Resumo: The article aims to analyze the meanings attributed by unionists and mediators of the Law to mobilization for health rights in the meatpacking industry in Brazil, especially in the state of Rio Grande do Sul, during the year 2020, in the face of the Covid-19 pandemic. The meatpacking industry, due to the characteristics of its production line, was especially vulnerable to contamination by the SARS-CoV-2 virus. In Brazil, the outbreak of the pandemic coincided with a process of intense deregulation of work, intensified by a labor reform in 2017 that profoundly changed labor relations. In the midst of this moment of sanitary collapse, deregulation and intensification of work, unions and Labor Prosecutors tried to put limits on the growing risk experienced by workers on the production line, seeking to establish and regulate routines such as the use of masks, testing, distancing between workers. The article analyzes the meanings attributed by these subjects to the moment of intense pressure in which they were protagonists, understanding them from a historical perspective, as part of a long-term process, which deeply involved unions and also the MPT in the defense of a culture of rights built throughout the 20th century in Brazil.

El artículo tiene como objetivo analizar los significados atribuidos por sindicalistas y mediadores del Derecho a la movilización por los derechos a la salud en el sector frigorífico en Brasil, especialmente en el estado de Rio Grande do Sul, durante el año 2020, frente a la Covid-19 pandemia. . El sector frigorífico, por las características de su línea de producción, era especialmente vulnerable a la contaminación por el virus SARS-CoV-2. En Brasil, el estallido de la pandemia coincidió con un proceso de intensa desregulación del trabajo, intensificado por una reforma laboral en 2017 que cambió profundamente las relaciones laborales. En medio de este momento de colapso sanitario, desregulación e intensificación del trabajo, los sindicatos y el Ministerio Público del Trabajo (MPT) intentaron poner límites al creciente riesgo que experimentan los trabajadores en la línea de producción, buscando establecer y regular rutinas como el uso de máscaras, pruebas, distanciamiento entre trabajadores. El artículo analiza los significados atribuidos por estos sujetos al momento de intensa presión en el que fueron protagonistas, entendiéndolos desde una perspectiva histórica, como parte de un proceso de largo plazo, que involucró profundamente a los sindicatos y también al MPT en la defensa de un cultura de derechos construida a lo largo del siglo XX en Brasil. O artigo se propo?e a analisar significados atribui?dos por sindicalistas e mediadores do Direito a? mobilizac?a?o por direitos a? sau?de no setor de frigori?ficos do Brasil, em especial no estado do Rio Grande do Sul, durante o ano de 2020, diante da pandemia de Covid-19. O setor de frigori?ficos, pelas caracteri?sticas de sua linha de produc?a?o, foi especialmente vulnera?vel a? contaminac?a?o pelo vi?rus SARS-CoV-2. No Brasil, a eclosa?o da pandemia coincidiu com um processo de intensa desregulac?a?o do trabalho, intensificada por uma reforma trabalhista em 2017 que modificou profundamente as relac?o?es de trabalho. Em meio a esse momento de colapso sanita?rio, desregulac?a?o e intensificac?a?o do trabalho, sindicatos e Ministe?rio Pu?blico do Trabalho (MPT) tentaram colocar limites ao risco crescente vivido por trabalhadores e trabalhadoras na linha de produc?a?o, buscando estabelecer e regular rotinas como uso de ma?scaras, testagens, distanciamento entre os/as opera?rios/as.
