DATAPOLITICS, ALGORITHMIC GOVERNANCE AND THE DIGITAL TURN: A GENEALOGY OF BEHAVIORAL MODULATION THROUGH DIGITAL PLATFORMS

Resumo: | The article presented stems from a theoretical research guided by Foucauldian analytics, proposing a genealogy of the transformations that occurred in the 21st century through the emergence of digital platforms. The investigation aimed to examine the incidence of these electronic devices in the forms of interaction and communication, as well as in the access to new way of subjectivation that would result from the platforming and its ability to modulate behavior. From the research carried out, we suggest that the intensification of the use of digital platforms would have culminated in the transition from biopolitical governmentality to algorithmic governmentality, which would imply the birth of datapolitics as an effect of the digital shift. The text was organized into five sections, in addition to the introduction and final considerations: in the first part, we present an overview of the invention of the computer until its current configuration with the platform internet; in the second, Shoshana Zuboff’s diagnosis of surveillance capitalism was presented, which would massively extract data from its users in order to use it for predictive purposes, modulating human behavior; In the third, were questioned some of the notes made by the author through the analysis of Nick Srnicek on platform capitalism; in the fourth, they succeededcriticism of the ontological turn and its negligence about digital colonialism that culminated in the plataformentalization, so that in the; fifth part, it was possible to evidence the passage from biopolitics to datapolitics. |

El objetivo de la investigación fue examinar el impacto de estos dispositivos electrónicos en las formas de interacción y comunicación, así como en el acceso a la información, ponderando un nuevo modo de subjetivación que resultaría de la plataformización y de su capacidad de modular los comportamientos. A partir de la investigación realizada, sugerimos que la intensificación del uso de las plataformas digitales habría culminado en la transición de la gubernamentalidad biopolítica a la gubernamentalidad algorítmica, lo que implicaría el nacimiento de la datapolítica como efecto del giro digital. El texto se ha organizado en cinco secciones, además de la introducción y las consideraciones finales: en la primera parte, se presentó una panorámica de la invención del ordenador hasta llegar a su configuración actual con el internet de plataformas; en la segunda, se presentó el diagnóstico de Shoshana Zuboff sobre el capitalismo de vigilancia, que extraería masivamente datos de sus usuarios con el objetivo de utilizarlos con fines predictivos, modulando el comportamiento humano; en la tercera parte se cuestionaron algunos de los puntos expuestos por el autor a través de los análisis de Nick Srnicek sobre el capitalismo de plataforma; en la cuarta parte se criticó el giro ontológico y su olvido del colonialismo digital que culminó en la plataformización, de modo que en la quinta parte fue posible destacar el paso de la biopolítica a la datapolítica.O artigo apresentado decorre de uma pesquisa teórica orientada pela analítica foucaultiana, propondo uma genealogia das transformações ocorridas no século XXI através da emergência das plataformas digitais. A investigação teve como objetivo examinar a incidência desses dispositivos eletrônicos nas formas de interação e comunicação, bem como no acesso à informação, ponderando sobre um novo modo de subjetivação que resultaria da plataformização e de sua capacidade de modulação comportamental. A partir da investigação realizada, sugerimos que a intensificação do uso de plataformas digitais teria culminado com a passagem da governamentalidade biopolítica para a governamentalidade algorítimica, o que implicaria no nascimento da datapolítica como efeito da virada digital.
