Teacher Training Policies and Teacher Valorization: the problematic trajectory of legal rameworks

Resumo: | This study aims to analyze the historical trajectory of the educational policies for teacher training, in order to make visible the continuities and discontinuities of the specific legislation, for instance: the Mutual Education Law (15/10/1827), the creation of the Normal Schools (19/04/1879); the National Education Guidelines and Bases Law (LDB of 1961 and 1971); the LDB of 1996 and the National Education Plans (2001 and 2024) intertwined with Teachers Training policies and their respective historical contexts, based on the review of specific literature and the content analysis used in the Educational Policies discipline. It is possible to understand the state is the main articulator and proposer of these policies, and these, in turn, imply choices and decisions which encompass various segments of society, such as individuals, social and cultural groups and institutions. Thus, the historical meanings of these policies are elements for understanding the manner they are elaborated in a given society. Also, a brief discussion on the professionalization and valorization of the teaching profession is highlighted. In conclusion, although the educational laws for teachers training aim at certain objectives, plans and appoint those responsible for their implementation, there has not been a concise teacher training project throughout Brazilian history, and it has only met the needs of the hegemonic classes of each era. |

El presente estudio tiene como objetivo analizar la trayectoria histórica de las políticas educativas para la formación docente con el objetivo de resaltar continuidades y discontinuidades en legislaciones específicas, a saber: Ley de Mutualidad de Enseñanza (15/10/1827), creación de Escuelas Normales (19/04/1879). ); Ley de Lineamientos y Bases de la Educación Nacional (LDB de 1961 y 1971); a (LDB de 1996) y los Planes Nacionales de Educación (2001 y 2024) articulados con las políticas de formación docente y sus respectivos contextos históricos en los que se insertaron, a partir de la revisión de la literatura y el análisis de contenido de los textos utilizados en la disciplina Políticas Educativas. En este estudio entendemos que el Estado es articulador y proponente de políticas educativas y estas implican elecciones y decisiones que involucran a diferentes segmentos de la sociedad como individuos, grupos e instituciones sociales y culturales. De esta manera, los significados históricos de estas políticas son claves para comprender cómo se desarrollan en una sociedad determinada. Vale también destacar una breve discusión sobre la profesionalización y valorización de la categoría docente. Se concluye que, si bien la legislación educativa para la formación docente establece metas, planifica y designa responsables para su ejecución, a lo largo de la historia brasileña no ha existido un proyecto conciso de política de formación docente, siendo estas políticas sólo sirviendo para atender la demanda de la clases hegemónicas de cada época.O presente estudo tem como objetivo analisar a trajetória histórica das políticas educacionais para a formação de professores com intuito de evidenciar continuidades e descontinuidades nas legislações específicas, a saber: a Lei do Ensino Mútuo (15/10/1827), a criação das Escolas Normais (19/04/1879); a Lei de Diretrizes e Bases da Educação Nacional (LDB de 1961 e 1971); a LDB de 1996 e os Planos Nacionais de Educação (2001 e 2024) articulados às políticas de Formação de professores e seus respectivos contextos históricos ao qual estavam inseridos, com base na revisão de literatura e análise de conteúdo dos textos utilizados na disciplina Políticas Educacionais. Entendemos nesse estudo que o Estado é o articulador e proponente das políticas educacionais e estas implicam em escolhas e decisões que envolvem diversos segmentos da sociedade como indivíduos, grupos sociais, culturais e instituições. Dessa forma, os significados históricos dessas políticas são como chaves para a compreensão de como são elaboradas em uma determinada sociedade. Ressalta-se também, uma breve discussão sobre a profissionalização e valorização da categoria docente.
